About this file
This is a Mandatory Requirements Checklist for RFP 758 2700000012, issued by the Commonwealth of Kentucky for an HCM ERP System Replacement Phase 1 project. The RFP requires vendors to submit proposals that include both software and implementation services; proposals offering only software or only services will be deemed non-responsive. The procurement mandates a partnership model where Software Service Providers (SSPs) must partner with exactly one Systems Integrator (SI), with each SI partnering with only one SSP, and each SSP submitting a single proposal. All proposed software components must be fully integrated and provided by the same SSP, and the SSP must ensure FedRAMP compliance and provide hosting services for at least five instances covering sandbox, development, preview, production, and training environments.
The checklist establishes that Systems Integrators must provide fixed-fee pricing for implementation and deployment services based on scoping information provided in the RFP and its attachments, with the final Statement of Work to be negotiated as part of the agreement. Vendors must include Business Analytics & Reporting and Mobility capabilities while ensuring security, compliance, and integration with the Commonwealth's enterprise systems. All vendors and subcontractors must comply with the Commonwealth Office of Technology's AI Policy (CIO-126), with AI usage requiring approval from COT and the AI committee, and vendors must promptly notify the Commonwealth of any known issues or incidents arising from AI use. Additionally, the awarded vendor(s) must cooperate fully with the Independent Verification and Validation (IV&V) vendor, participate in IV&V-led meetings and checkpoints, respond to IV&V findings within agreed timeframes, and support transparency regarding project status, risks, and issues.
