About this file
This is a Camera System Affidavit document required by Orange County, Florida, for the Intersection Automated Enforcement Safety System (RFP Y24-1099). The affidavit serves as a compliance certification that must be completed and signed by an authorized representative of any vendor submitting a proposal for the red light camera enforcement system project. The form requires the signatory to confirm their role within the company and to declare under penalty of perjury that the company meets specific ownership requirements outlined in Florida Statute 287.138(1). Sealed responses for this procurement must be submitted electronically via the OpenGov e-Procurement Platform by January 28, 2025, at 4:00 pm EST, with a non-mandatory pre-proposal conference scheduled for December 3, 2024, at 3:00 pm. The project aims to implement up to 100 red light cameras across approximately 44 intersections, with a potential expansion to 120 cameras over the ten-year contract term, which commences March 1, 2025.
The affidavit specifically requires vendors to certify that neither the company nor any entity with a controlling interest is owned by a foreign country of concern as defined by Florida Statute 287.138(1). This certification is mandatory for all respondents and must be signed by an individual over 18 years of age with personal knowledge of the company's ownership structure. False statements in the affidavit are subject to criminal penalties under Florida Statute 92.525. The estimated project budget is $29,491,152 with funding allocated through accounting line 1002-072-2718-3197. The procurement includes a 24% Minority/Women-Owned Business Enterprise (M/WBE) participation goal, and vendors meeting this threshold or hiring dislocated workers may receive bonus points during evaluation.
