About this file
This document is Attachment E containing applicable fill-in clauses for federal contract FA8533-26-R-0028.
The clause 252.232-7006 addresses Wide Area Workflow (WAWF) payment instructions for electronic invoicing and payment processing. Contractors must register with the System for Award Management (SAM.gov) and WAWF (https://wawf.eb.mil/) to submit payment requests and receiving reports electronically. Document submission methods include web entry, Electronic Data Interchange, or File Transfer Protocol. For cost-type line items including labor-hour or time-and-materials, contractors submit cost vouchers. For fixed-price line items requiring shipment of deliverables, contractors submit invoices and receiving reports as specified by the Contracting Officer. For fixed-price services without deliverables, contractors submit either an Invoice 2in1 or separate invoice and receiving report documents. Progress payments and performance-based payments require submission of respective payment request types. The routing data table specifies required Department of Defense Activity Address Codes (DoDAACs): Pay Official (HQ0338), Issue By (FA8533), Admin (FA8533), and Inspect By (FA8533). Ship To Code and Mark For Code will be provided in individual orders. The Contracting Officer point of contact is David Batterson at david.batterson.2@us.af.mil, with WAWF helpdesk support available at 866-618-5988.
Clause 52.212-2 establishes evaluation criteria for award, identifying Obsolescence Plan as the most important evaluation factor, with all other non-cost factors equally important when combined. Clause 52.217-8 permits the Government to extend service performance for up to six months total through multiple option exercises, with rate adjustments limited to revisions in prevailing labor rates provided by the Secretary of Labor, requiring written notice within 30 days to exercise options.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(NOV 2021)
(IAW FAR 12.301(c))
The inclusion of FAR provisions 52.212-1 and 52.212-2 are not intended to be the baseline for proposal submittal or proposal evaluation for this instant ATSA-I solicitation. RFP Attachment 1 - Section L-Instruction to Offerors and RFP Attachment 2 Section M - Evaluation Basis for Award are the applicable provisions covering proposal submittal and proposal evaluation requirements for this instant ATSA-I solicitation. FAR provisions 52.212-1 and 52.212-2 are included strictly to ensure all potential offerors and potential awardees understand the requirements for any potential future commercial task or delivery order competitions.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Evaluation Factor Order of Importance Obsolescence Plan Most important
All evaluation factors, other than cost or price, when combined are equally important.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (The above Clause/Provision has been modified.)
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
