About this file
This is a Performance Work Statement (PWS) for Engineering Services supporting the Versatile Diagnostic Automatic Test Station (VDATS), Purchase Request FD2060-26-31093, dated 13 May 2026, Revision 1. The VDATS is a revolutionary automatic test system organically designed and built by the United States Air Force (USAF) at Robins Air Force Base that provides depot and intermediate-level maintenance capabilities for testing avionics components across multiple aircraft platforms. The system supports digital, analog, and radio frequency avionics workloads.
The primary objective is to establish and execute a proactive Diminishing Manufacturing Sources and Material Shortages (DMSMS) management program including continuous monitoring of all VDATS components using a comprehensive Bill of Materials, risk and impact analysis upon identification of obsolescence issues, operation of a DMSMS case management system to track issues from detection through resolution, research and proposal of cost-effective resolution strategies such as qualified alternative parts identification and life-of-type buys, and quarterly DMSMS health analysis reporting. The contractor is responsible for furnishing all equipment, materials, and facilities required for performance at the contractor's facility. The period of performance includes one 12-month basic period with two optional 12-month periods. Deliverables include the DMSMS Life Cycle Management Data (DI-MGMT-82274), Programmatic Environmental Safety and Health Evaluation Plan (DI-ENVR-81840), Accident/Incident Report (DI-SAFT-81563), and Quality Program Plan (DI-QCIC-81722), all submitted via the Multi-user ECP Automated Review System (MEARS). No travel is authorized, and no Government Furnished Property, Material, or Equipment will be provided; however, Government Furnished Information will be provided as listed in Attachment A. Performance thresholds require no more than one rejection per single deliverable and one rejection total per quarter, no more than one late receipt per quarter, and 100 percent compliance with the Quality Management System.
