About this file
This document is an Administrative Policy (APM-2-19) issued by the City of Miami on March 26, 2019, detailing a new procurement policy for eliminating the process of curing irregularities in documents submitted for various solicitation types, including Requests for Qualifications (RFQ), Requests for Proposals (RFP), Invitations for Bids (IFB), and other procurement documents. The policy, effective May 6, 2019, aims to improve the procurement solicitation process by establishing guidelines that remove the ability of proposers and bidders to correct deficiencies, deviations, or technical issues in their submitted documents.
The policy fundamentally changes the City's previous approach by no longer allowing proposers to cure or correct irregularities in their submissions. Proposals or bids with missing, unsigned, or incorrect forms, or those that deviate from minimum qualification requirements, will be deemed non-responsive and eliminated from the evaluation and selection process. The City will not provide opportunities to rectify such issues, and material deviations that provide an advantage to one proposer or potentially impact the quantity, quality, or cost of services will result in automatic disqualification. This approach aligns with the goal of creating a more efficient procurement process and is consistent with practices of other local government agencies.
