The solicitation seeks vendors to provide comprehensive mail-related services across three service categories: Mail Processing, Courier Services, and On-Site Staffing Services. Respondents must submit technical proposals not exceeding 20 pages per service category, with proposals due by 10:00 AM on April 7, 2025. The Department intends to make multiple awards (up to five) per service category and will evaluate proposals using a 1,000-point scoring system, with 700 points allocated to the Technical Proposal.

The evaluation criteria will assess vendors on five key areas: Experience (140 points), Proposed Solution (140 points), Customer and Account Management (140 points), Continuity of Operations Plan (140 points), and Security Procedures (140 points). Vendors must demonstrate capabilities in areas such as statewide service provision, USPS requirement adherence, staffing levels, and comprehensive security measures for handling Personal Identifiable Information. Florida-based vendors will receive a 5% preference for Mail Processing services, and the current contract has an average annual spend of approximately $19 million. The anticipated contract will begin upon execution, with potential annual price adjustments tied to the Producer Price Index not exceeding 3%, and postage to be invoiced separately and reimbursed at current USPS rates.
