About this file
This is a staffing plan attachment document for the County of Orange's Request for Proposal (RFP) No. 017-202406-MC, which seeks comprehensive administrative and investment services for the County's Health Reimbursement Arrangement (HRA) Program. Proposals were due on October 9, 2024, at 4:00 PM Pacific Time, with a planned contract implementation date of July 1, 2025. The contract will have an initial three-year term with potential two one-year renewal options. The RFP evaluation will allocate 400 points to written proposals, 300 points for oral presentations and interviews, and 300 points for cost evaluation across multiple service categories including organizational experience, participant communications, claims administration, investment services, implementation capabilities, and cybersecurity.
The staffing plan attachment requires offerors to provide an organizational chart and detailed information on team members assigned to the County's account, including classification, name, responsibilities, education, experience, qualifications, tenure with the company, current position duration, office location, and number of clients served. The County retains the right to prohibit specific contractor personnel from performing services under the contract at any time without providing reason, with required removal within three business days of notification. Substitution or addition of the contractor's account manager or other key personnel requires prior written County approval. The incumbent contractor, MissionSquare Retirement, has administered the plans since 2009 and currently manages two plans with approximately 22,387 participants and total assets of approximately $351.5 million. The current administrative fee is set at 0.19% on all assets, with the County seeking up to $90,000 in annual administrative funding. Minimum qualifications for offerors include at least 10 years of HRA plan administration experience and management of at least five plans with over 1,000 participants each.
