About this file

The document is an Evaluation Criteria and Scoring sheet for the County of Orange's Health Reimbursement Arrangement (HRA) Program Request for Proposal (RFP) for Comprehensive Administrative and Investment Services. The RFP evaluates potential contractors across seven key areas: organizational qualifications, participant communications and customer service, claims administration, plan administrative services, investment services and trust administration, implementation/transition, and cybersecurity. The evaluation process includes three scoring components: a written proposal worth 400 points (with weightings ranging from 10-20% across categories), an oral presentation/interview worth 300 points (with similar category weightings), and a cost evaluation worth 300 points.

The cost evaluation will be based on the overall value of services, including recordkeeping, administration, individual and group meetings, and communications. Contractors will be assessed on their ability to maintain existing investment options, provide flexibility for future fund changes, and demonstrate robust cybersecurity practices aligned with Department of Labor's Employee Benefits Security Administration (EBSA) guidance. The scoring methodology allows for a comprehensive assessment of potential contractors, with a total possible score of 1,000 points across written proposal (400), oral presentation (300), and cost (300) categories, ensuring a thorough and multi-dimensional evaluation of potential HRA program administrators.
