About this file

This is a Work Order Contract Form for Professional IT Business Services between the State of Oregon, Department of Education (Authorized Purchaser) and a consultant (to be determined) for the ODE SSF System Modernization Analysis Project. The consultant will provide a comprehensive analysis report on cost-benefit options available to modernize the SSF System, including internal system development, vendor custom build with internal maintenance, and vendor custom build with vendor maintenance. The project encompasses six primary deliverables: a Project Management Plan (due three business days after Notice to Proceed), Solutions Analysis with Total Cost of Ownership and supporting benchmark data (due immediately following the kick-off meeting), Cost-Benefit Analysis with Risk Assessment review (due immediately following kick-off), Stakeholder Impact Analysis based on August 2025 partner engagement surveys (due following current state assessment), a Draft Report with preliminary recommendations not exceeding five pages (due 28 calendar days after NTP), and a Final Report with refined recommendations not exceeding five pages (due three calendar days after receiving Contract Administrator comments). A virtual closeout meeting and meeting summary are also required within three calendar days of the Final Report receipt. The project timeline is ambitious, with an expected duration not to exceed 21 calendar days from a kick-off meeting scheduled no later than the specified 2025 date, contingent upon Contract Administrator responsiveness and provision of required documentation within two days of the kick-off meeting.

The contract structure establishes a fixed-price agreement based on the described workplan and deliverables, with all work to be performed remotely. The maximum not-to-exceed compensation amount is to be specified in the contract execution phase. Compensation is contingent upon the State of Oregon receiving sufficient appropriations and expenditure authority within the Department of Education's biennial appropriation. The consultant must invoice upon completion of Deliverables 1.2 and 1.6. The contract incorporates terms from the MPSA (Master Price Schedule Agreement) effective April 2, 2018, and requires the consultant to maintain Project Risk, Issue, and Decision Logs as well as develop market research documentation including research conducted in other states. Pricing assumes the project start date will be no later than the specified 2025 date and that the Project Kick-off Meeting will occur within three days of NTP. The contract includes provisions for change orders if significant deviations to project activities, schedules, or deliverables requirements occur beyond the contractor's control, and the consultant bears full responsibility for task and deliverable completion with a 10-day modification period if services fail acceptance criteria on initial review.
