About this file

This document is Attachment C - Warranties and Representations, which outlines the requirements for a contractor to be considered a nontraditional defense contractor under the 10 U.S.C. 2371b Other Transaction Agreement authority. To qualify, the contractor must either: (A) participate to a significant extent in the prototype project, (B) be a small business or nontraditional defense contractor, or (C) pay at least one-third of the total project cost. The document requires the contractor to provide their legal name, DUNS number, point of contact, and details on how they meet one or more of the nontraditional defense contractor participation criteria, such as providing new key technology, a novel application, material performance increases, or significant cost/schedule impacts.

This attachment is related to a Request for Prototype Proposal (RPP) solicitation (Solicitation Number HT9425-24-R-0005) issued by the Defense Health Agency to develop Rapid Donor Screening (RDS) technology that is FDA-cleared and can screen for HIV, Hepatitis, blood type, and Rh factor using a whole blood sample in 20 minutes or less. The RDS technology must be rugged, lightweight, and operate without a cloud connection.
