1. PURPOSE AND BASIS OF EQUIVALENCY

The Government requires a new, current-production turbocharged mountain/deep-snow snowmobile capable of high-elevation operations, technical side-hill maneuvering, and reliable travel in deep, unconsolidated snow. Requirements are stated in functional and performance terms to permit competition. A proposed product may use different proprietary systems or component names when the offeror demonstrates that the proposed configuration equals or exceeds the required performance, safety, durability, weight, and operational capability.

2. OFFEROR SUBMITTAL REQUIREMENTS

• Identify the proposed manufacturer, model, model year, and complete factory configuration.

• Complete the compliance matrix below and cite the exact page/section of supporting technical literature for each requirement.

• Clearly describe every exception, deviation, or substitute feature. Unexplained blanks may be treated as noncompliance.

• Provide published curb/dry weight, engine output, track dimensions, suspension travel, warranty, and delivery lead time.

• Products shall be delivered fully assembled, dealer-prepared, serviced, and ready for immediate Government use.

3. MINIMUM SALIENT CHARACTERISTICS / COMPLIANCE MATRIX

No. Category Minimum Salient Characteristic Proposed Specification / Literature

Reference Y/N Exceptions / Notes

1 General New and unused; 2027 model year or later/current production at time of delivery. No demonstrator, rental, rebuilt, remanufactured, or previously titled unit.

2 General Purpose-built mountain/deep-snow snowmobile with compact single-rider configuration, narrow bodywork, and running boards designed with large snow-evacuation openings.

3 Engine Factory-installed, liquid-cooled, two-cylinder, two-stroke, turbocharged engine; minimum 840 cc displacement. Turbocharger and engine management shall be integrated by the original equipment manufacturer.

4 Engine Rated output of at least 175 horsepower, with full or substantially maintained rated output through 8,000 feet elevation. Published manufacturer documentation shall substantiate output/elevation capability.

5 Engine Electronic fuel injection suitable for turbocharged two-stroke operation; direct injection or an equal high-pressure/electronically controlled system with supplemental fueling under boost.

6 Engine Designed for premium unleaded gasoline, 91 AKI octane or lower.

7 Capacity Fuel capacity: minimum 9.0 U.S. gallons. Oil reservoir capacity: minimum 3.0 U.S. quarts.

8 Powertrain Automatic continuously variable transmission with adjustable or tunable drive clutch and high-capacity driven clutch suitable for sustained mountain operation.

9 Powertrain Electronic or mechanical reverse controllable from the operator position without manually rotating or repositioning the snowmobile.

10 Starting Push-button starting system designed to minimize added weight. Pull-start-only configurations are not acceptable.

11 Track Mountain track nominally 154-155 inches long, at least 15 inches wide, and with a minimum 2.75-inch lug/profile. Track shall be designed for deep snow and include full-width reinforcement or an equal durability feature.

12 Dimensions Overall length not greater than 130 inches; overall width not greater than 42 inches; overall height not greater than 53 inches.
