USDA Forest Service Law Enforcement Snowmobile Procurement
This Statement of Work (SOW REQ# 1173738) defines the requirements for the USDA Forest Service, Law Enforcement & Investigations (LEI) to acquire three fully operational snowmobiles for winter operations in the Pacific Southwest Zone, California. The procurement consists of one naturally aspirated lightweight mountain snowmobile (600cc class, Item 6303) and two turbocharged high-performance mountain snowmobiles (850cc class, Items EN 1302 and EN 1305). All snowmobiles must be new, current model year, fully assembled, and meet California CARB requirements. Each unit requires specific technical specifications including liquid-cooled engines with electronic fuel injection, mountain-calibrated suspension systems with long-travel components, deep snow track configurations with lug heights of 2.5 inches (naturally aspirated) or 3.0 inches (turbocharged), electric start capability, and reverse functionality. All snowmobiles must support extended backcountry travel, search and rescue operations, wilderness patrol, and law enforcement investigations in deep powder snow exceeding 24 inches and at elevations with sub-zero temperatures.
The contractor must deliver all three units to the specified location in Grass Valley, California, no later than September 30, 2026, and provide 72 hours advance notice to designated points of contact prior to delivery. Each snowmobile requires comprehensive accessory packages including heated hand grips, heated throttle controls, deep snow recovery straps, ice scratchers, cargo storage solutions, tunnel storage bags, heavy-duty front bumpers, and auxiliary accessory power connections. The contractor must provide one spare drive belt per unit and ensure all installed components meet manufacturer specifications. Required deliverables include fully configured snowmobiles with installed seating, storage, and electrical systems; all applicable manufacturer warranties, manuals, and documentation; and Manufacturer's Certificates of Origin (MCO) in the name of WO Law Enforcement Fleet Subregion 5. Delivery locations and primary points of contact are Gerald Parker and Frank Machler at 12019 Charles Drive, Grass Valley, California 95945.
