About this file

This is a Questions and Answers document that clarifies ambiguities and provides corrections to a federal solicitation for snowmobile procurement.

The document addresses five key areas of clarification. First, regarding conflicting delivery dates in the Statement of Work (September 30, 2026) and solicitation (October 30, 2026), the controlling date is September 30, 2026. Second, the solicitation originally listed specific Ski Doo models but this is a non-brand-name requirement; offerors must follow the specifications detailed in Attachment C, with the SF 1449 corrected to reflect this approach. Third, three spare drive belts are required—one spare belt for each of the three snowmobile units, clarifying confusion created by conflicting language in the Statement of Work. Fourth, the mountain riding safety equipment package requirements are detailed on page 4 of the Statement of Work, with dealer-recommended packages acceptable if they support stated operational requirements. Fifth, Attachment C has been updated to include specifications for both turbocharged and naturally aspirated snowmobiles, eliminating the need for offerors to prepare separate compliance matrices. The contract involves procurement of CLINs 0001 and 0002 (turbocharged snowmobiles) and CLIN 0003 (naturally aspirated snowmobile), with associated spare parts and safety equipment packages.

Questions and Answers

1. The Statement of Work requires delivery no later than September 30, 2026, while the solicitation states that all items are required by October 30, 2026. Which delivery date controls? Delivery date would be 30 September 2026

2. The Schedule of Items identifies CLIN 0001 and CLIN 0002 as turbocharged snowmobiles and CLIN 0003 as the naturally aspirated snowmobile. The SF 1449 identifies CLIN 0001 as a 2027 Ski Doo Summit Adrenaline and CLIN 0002 and CLIN 0003 as 2027 Ski Doo Summit Edge models. Please confirm the correct model and engine type for each CLIN and whether the listed Ski Doo models are reference products under the brand name or equal requirement. This is non name brand requirement. The SF 1449 has been corrected to reflect. Please follow specifications requirements on Attachment C

3. The Schedule of Items requests three drive belts. The Statement of Work states that each asset must be provided with a spare drive belt but also includes the phrase “1 in total.” Please confirm that three spare drive belts are required, with one spare belt for each snowmobile. Each unit should get a 1 spare drive belt

4. Please identify the minimum required contents of the mountain riding safety equipment package. Alternatively, please confirm whether a dealer recommended mountain safety package that supports the stated operational requirements will be acceptable. Page 4 of Statement of Work details the requirement

5. Attachment C provides a compliance matrix for the turbocharged snowmobiles.

Should oƯerors prepare a separate compliance matrix for the naturally aspirated snowmobile using the requirements in the Statement of Work, or will a detailed specification comparison with supporting product literature be suƯicient?

Attachment C has been updated to include Natural Specifications
