About this file

This is an equipment specifications attachment for a competitive sealed bid solicitation issued by the Mississippi Department of Transportation (MDOT) for the rental of thirty tractors in District VI, Hattiesburg, Mississippi under RFX 3160008142. The solicitation seeks new, current-model tractors to be delivered by April 15th and retrieved by December 31st each year for an eight-month rental period from April 15th through December 15th. Sealed bids are due August 3, 2026 at 10:30 a.m. CST. The contract term runs January 1, 2027 through December 31, 2027, with potential extension for up to four additional twelve-month periods, not to exceed sixty months total. Tractors must meet comprehensive equipment specifications including liquid-cooled diesel engines rated between 120-150 horsepower, transmissions with hydrostat, CVT, or minimum eight synchronized forward gears with power reversing capability, independent 540/1000 RPM PTO, Category II three-point hitch, four-wheel-assist front axle, ROPS-certified cab with AC/heat and safety equipment, wet disk brakes, power steering, live hydraulics with auxiliary valves, and SAE Class 1 LED beacon lighting. Vendors must provide factory-conducted in-service training (minimum one day), field servicing within seven business days, and OSHA compliance certification with descriptive literature substantiating compliance.

Bidders must submit pricing on a cost-per-hour basis for the 350-400 hour rental term, with contract prices remaining firm through December 31, 2027, subject to potential CPI-U adjustments thereafter based on the Jackson, Mississippi area index. Usage beyond 400 hours is billed at 1.5 times the eight-month hourly rate. An EEV (Emerging, Emerging and Veteran) Certification is a required submission component establishing business classification eligibility. MDOT assumes liability for damage beyond normal wear and tear, abuse, and non-mechanical tire repairs, while vendors provide insurance for physical and vandalism damage and perform routine and warranty maintenance at no cost. Substitute equipment must be provided within four business days if original units become inoperable. Late delivery incurs penalties of $100 per tractor per day, and downtime penalties of $100 per unit per calendar day apply for unavailability exceeding ten business days. Award is made to the lowest responsive bid, with bids acceptable through the State of Mississippi's MAGIC Procurement Portal or in paper form to the Procurement Division in Jackson.
