About this file
Attachment C is a references template required for proposal submission to the County of San Mateo for Request for Proposal ISD-20261908 regarding the installation and replacement of generators for the county's public safety radio communication systems. Proposers must submit at least three references from successfully completed projects of similar nature, including the organization name, project manager contact information, phone number, and current email address. A non-mandatory pre-proposal meeting is scheduled for October 22, 2025, at 9:00 AM via Microsoft Teams, with questions due by October 28, 2025, and proposal submissions due November 14, 2025, at 1:00 PM PST. The project involves installing five fixed Caterpillar propane-powered generators (40kW to 50kW capacity) at remote facilities in San Carlos, Brisbane Icehouse Hill, Sweeney Ridge, San Bruno Nike, and Rolph Peak, with complete removal and disposal of existing units required. The anticipated contract duration is one year with an estimated contract value between $300,000 and $500,000.
Qualified contractors must demonstrate five years of industrial standby power generator installation experience, hold a valid California Electrical Contractor License, possess Caterpillar generator installation certification, and maintain OSHA safety certification with compliance to NFPA 110 standards. The County of San Mateo offers local business preference provisions providing up to 5% additional points for small or micro businesses headquartered in San Mateo County through completion of a Local Preference Self-Attestation Form. Evaluation of proposals will be points-based across six criteria: Method and Approach (25 points), Experience and Organizational Capacity (25 points), Timeline and Workplan (15 points), Price (15 points), References and Past Performance (10 points), and Preferential Points (10 points). The successful contractor must provide a one-year warranty on all materials and installation services with a clear return and replacement process. County funding supports the estimated contract value, and all proposed generators must feature UL2200 IBC Seismic Certification and EPA certification for stationary emergency use.
