About this file

Attachment C Price Sheet for the Florida Department of Corrections (FDC) Invitation to Negotiate (ITN-25-069) details the pricing structure for the operation and management of Bay Correctional Facility, a 985-bed minimum/medium security male adult correctional facility in Bay County. The solicitation seeks a private contractor to provide comprehensive correctional services, with a mandatory site visit scheduled for April 2, 2025, and proposal responses due by May 16, 2025. The initial contract term is three years, with potential successive two-year renewals, and will require vendors to manage the facility at different operational levels based on inmate capacity (up to 90% and above 90% but not exceeding 100%).

The pricing sheet outlines a per diem pricing model with specific requirements, including a mandatory seven percent cost savings under Chapter 957 of Florida Statutes. Pricing must exclude costs for Enhanced In-Prison and Post-Release Recidivism Reduction Program and activities funded from the Inmate Welfare Trust Fund. Vendors must demonstrate at least ten years of correctional facility management experience, provide a 5% reply bond, and be prepared to execute an $8 million performance guarantee. The evaluation methodology will weight technical responses at 70% and pricing at 30%, with vendors required to maintain specific financial standards, including a Dun & Bradstreet Financial Stress Score between 1-4. The estimated annual spend is $29,585,312, with the Department reserving the right to negotiate with multiple vendors and select the most advantageous proposal.

Bay Correctional Facility Operations and Management Attachment C Price Sheet

Instructions: *The blended per diem will be multiplied by the number of years in the initial term of the contract for the purposes of scoring the price section of this ITN. The price stated in this Attachment C, Price Sheet, will be used for determination of points awarded to the Respondent for its Price Proposal. The Respondent should not alter this workbook in any way other than to provide pricing in the shaded cells.
In this table, Respondent shall complete the cells highlighted in yellow to indicate the per diem for:

(1) up to ninety percent (90%) capacity (to two (2) decimal places) for program operations, which includes all administrative costs; and

(2) more than ninety percent (90%) but not to exceed one hundred percent (100%) capacity (to two decimal places) for program operations.

Completion of the yellow cells will render a blended per diem for calculation of the maximum:

(3) payment; and

(4) payment for the initial term of the Contract.

Per Diem Pricing in the blue-shaded cell shall not exceed the maximum per diem allowed to meet the cost-savings requirements of Chapter 957, F.S. (i.e., the price must not exceed the highlighted Per Diem established at the bottom of page of Attachment E - Operating Per Diem Certification, of this ITN).

Pricing shall not include the costs for Enhanced In-Prison and Post-Release Recidivism Reduction Program or activities funded from the Privately Operated Institutions Inmate Welfare Trust Fund.
