Labor Category List Description

Description
Education/Experience
Program Manager
Functional Responsibilities: Serves as the contractor's single contract manager and shall be the authorized interface with the contract level Contracting Officer's Representative (COR), government management personnel, and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the organization to subordinates. Experience under a Federal Government contract is preferred.
Minimum Education: Master-level or above

Minimum Experience: 8 years PMP Certification (preferred)

Lead Scientific Project Manager II

Functional Responsibilities: Serves as the lead project manager for a large, complex scientific task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s), and manages, plans and coordinates scientific activities ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Experience under a Federal Government contract is preferred.
Minimum Education: Master-level or above

Minimum Experience: 8 years PMP Certification (preferred)

Project Manager II
Functional Responsibilities: Serves as the project manager for a large, complex scientific task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Lead Scientific Project Manager in working with the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Lead Scientific Project Manager II, responsible for the overall management of the specific task order(s), and manages, plans and coordinates scientific activities ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Works on specific tasks related to SOP and process development. Experience under a Federal Government contract is preferred.
Minimum Education: Master-level or above

Minimum Experience: 5 years PMP Certification (preferred)

Technical Writer IV
Provide overall documentation support to both management and technical staffs. This includes document preparation by applying the highest levels of industry and client standards, establishing proper formats in accordance with client requirements, reviewing and correcting draft materials as appropriate, supporting decisions as to appropriate text and graphic software to use for given jobs, etc. They may also create, implement, and track production of designed documents. They will be adept at using computer-based word processing, office applications programs, as well as in understanding complex technical and business matters. May assume a leadership role within the project team. Have understanding of making contents 508 compliant.
Minimum Education: Master-level or above

Minimum Experience: 10 years

IT Project Manager
This position requires a thorough knowledge of IT and extensive experience with document management, organization and storing information as relevant to the PWS requirements and standards. The IT Project Manager shall have expert skills in computer and network infrastructure; electronic and physical data security; FISMA and all other related government security requirements; and using IT to translate research needs into solutions. Experience under a Federal Government contract is preferred. Support reviewing technical documentation, prepare plans and schedules, coordinates IT activities, execute and monitor project plans and conduct all project management activities. Responsible for the coordination and collaboration with the other project managers.
Minimum Education: Master-level or above

Minimum Experience: 5 years PMP Certification (preferred)

IT Specialist II
This position requires a thorough knowledge of IT and experience with setting up and maintaining tools for collaboration, communication, document management, web content management, task or ticket system setup and maintenance, organization and storing information as relevant to the PWS requirements and standards. The IT Specialist II shall have expert skills on electronic and physical data security; FISMA and all other related government security requirements; and using IT to translate research needs into solutions. Responsible for documenting system configurations, monitoring changes to configurations, and ensuring compliance with standards and regulations. Have understanding of making content and tools 508 compliant.
Minimum Education: Bachelor-level

Minimum Experience: 3 years

Cloud Engineer II
This position requires a thorough knowledge of IT and extensive experience with document management, organization and storing information as relevant to the PWS requirements and standards. A Cloud Engineer has the thorough knowledge to create plans to assure effective management, operations, and maintenance of systems and/or networks. Have extensive knowledge of a wide variety of systems and networks to include high volume/high availability systems. The cloud systems engineer shall have expert skills in designing, developing and deploying modular cloud-based systems and network infrastructure; electronic and physical data security; FISMA, FedRAMP and all other related government security requirements; and using IT to translate research needs into solutions.
Minimum Education: Bachelors-level

Minimum Experience: 3 years on different cloud environments

Quality Assurance Specialist II
Provides the development of project Quality Assurance Plans in addition to the implementation of tasks that strictly conform to the outlined requirements of the contract. Evaluates the quality of system design,

processes, material, and deliverable products. Analyzes test data obtained to ascertain that the test accomplished specific requirements. Interfaces with clients and project personnel for quality assurance audits and resolution of discrepancies. Have understanding of making content and tools 508 compliant.

Minimum Education: Bachelors-level

Minimum Experience: 2 years

Project Coordinator
Work under the supervision of a Program or Project Manager and supports in organizing ongoing projects. Specific duties include: Maintaining and monitoring project plans, schedules, documents, work hours, budgets, and expenditures; Organizing, attending and participating in stakeholder meetings; Documenting and following up on important actions and decisions from meetings; Preparing necessary presentation materials for meetings; Ensuring project deadlines are met; Providing administrative support as needed; Undertaking project tasks as required; Ensure stakeholder views are managed towards the best solution; Chair and facilitate meetings where appropriate and distribute minutes to project team; Support all office and administrative needs as necessary.
Minimum Education: Bachelors-level

Minimum Experience: 3 – 5 years
