Frequent Asked Questions Checkpoint Property Screening System
Please utilize the below answers to frequently asked questions related to Checkpoint Property Screening System (CPSS) solicitations:
1. Question: With the solicitation noting a QPL deadline, what is TSA's intended approach for allowing Offerors an opportunity to compete on future CPSS orders if they were unable to meet the deadline for this solicitation?
Answer: Although this particular solicitation requires the offerors' proposed system to be qualified by a specific date, this is not a closing date of the QPL. The QPL is "rolling" and the TSA intends to issue subsequent RFPs as part of the CPSS Program. Even if an offeror's system is not qualified by the QPL cut-off date specified in the solicitation, offerors may still continue through the QPL process in accordance with the associated QPL Window, in order to be eligible for future procurements.
2. Question: Why is the quantity of Computed Tomography (CT) systems under CLINs 00004-80004 for Warranty/Maintenance and Logistics Support greater than the quantity of systems outlined under CLIN 10001?
Answer: The quantities under CLINs 00004-80004 are greater than the quantity of CT systems under CLIN 10001 to include future Donated Items only in which the offeror is the prime contractor. "Donated Items" is referring to equipment the TSA has not itself procured and is donated to the TSA.
3. Question: Can the TSA confirm if installation time includes removal/decommission of the previous unit or the SAT/iSAT testing?
Answer: Installation time includes removal/decommission time if the lane has an existing unit as well as SAT/iSAT testing.
4. Question: If there is a site specific requirement that is not covered under this solicitation, will the additional cost be covered under a site specific change order at the approval of TSA?
Answer: No. Per the Statement of Work (SOW), "All CPSS systems must meet all applicable federal, state, and local requirements based on the final installation location. This includes, but is not limited to, required ancillary accessories such as seismic brackets. These ancillary accessories are subject to the final installation location, but must be provided." This covers any "site specific" requirements.
5. Question: Can TSA provide a schedule for qualification and operational testing? Will there be requisite resources to ensure qualification and operational testing will be completed in time for all Offerors?
Answer: No, TSA will not provide a schedule for qualification and operational testing. CPSS utilizes a "rolling" qualification process in which a QPL window is opened and vendors submit their systems for qualification when they are ready. It is the responsibility of vendors to submit their system to ensure the system is qualified by the QPL cut-off date noted in the solicitation.
6. Question: Can TSA provide an average number of lanes that will be deployed at each airport?
Answer: No, a deployment schedule will be provided post-award.
7. Question: Will TSA be providing an Excel Spreadsheet for pricing purposes?
Answer: Yes, Offerors must utilize RFP Attachment A, CLIN schedule, when submitting Volume IV Factor 3 Price Proposal.
