About this file
This document is the Evaluation Criteria attachment for a state and local government contract opportunity. It outlines the scoring methodology for evaluating the Price Proposal, Experience Response, and Technical Response submitted by respondents.
For the Price Proposal, respondents can receive up to 0.75 points based on the proposed pricing, with scoring criteria including compliance with submission instructions, tiered pricing, and not-to-exceed pricing. The Experience Response will be scored independently by evaluators, with respondents receiving 0.25 points for submitting a response. The Technical Response will be scored based on the respondent's ability to meet the requirements outlined in the prompts, with higher scores awarded for responses that fully or largely meet the requirements. The final technical response score will be the average of the individual evaluator scores.

All Evaluator scores for a Respondent’s Experience Response will be totaled and averaged by the Procurement Officer to create a Respondent’s total experience response score. EVALUATOR
SCORING
Assessment Assessment Criteria
0 No Response/ Inadequate
The Respondent did not respond to this Prompt or the Solution proposed does not have the ability to satisfy the requirements of the Prompt.
1 Poor The Solution proposed can minimally or partially satisfy the requirements of the Prompt.
2 Adequate The Solution proposed can adequately and mostly satisfy the requirements of the Prompt.
3 Good The Solution proposed can fully satisfy the requirements of the Prompt.
4 Superior The Solution proposed can fully satisfy the requirements of the Prompt and provides additional benefits above the requirements.
The responses to the remaining prompts for the proposed Solution will be individually assessed a score of zero (0) points to four (4) points. The Procurement Officer will total those scores and then divide that by the number of prompts to determine the average score for the remaining prompts.
The Procurement Officer will combine an evaluator’s Prompt 1 score with the average score for the remaining prompts, creating the Evaluator’s Technical Response Score. The Procurement Officer will then combine the Evaluator’s Technical Response Scores and average these scores, creating the total technical response score for the Solution.
