About this file
This is a Statement of Work (SOW) for road salt delivery services at Western New York National Cemetery (WNYNC) in Corfu, NY. The contractor must deliver pure sodium chloride in bulk on an as-needed basis from August through March each year, coordinated by the cemetery's Contracting Officer's Representative (COR). The COR will provide 3-5 days' notice before delivery is required, and the contractor must contact the COR upon arrival to ensure proper placement and coordinate around committal and burial services, which take absolute precedence. Deliveries are restricted to Monday through Friday between 8:00 a.m. and 2:00 p.m., excluding all eleven federal holidays plus any additional days declared by the President.
Road salt specifications require pure sodium chloride delivered in free-flowing and usable condition, completely covered with waterproof, non-porous tarpaulin (torn or mesh coverings will result in rejection), and free from foreign matter including dirt, stone, chips, or trash. The contractor assumes full responsibility for damages to government property caused during delivery and unloading, including damage to turf, headstones, and structures, and must immediately notify the COR of any incidents. The contractor must possess and maintain all necessary insurance, licenses, and permits, and bears liability for any injuries to employees or damage to property caused by contractor negligence. The contract includes a base period plus four one-year option periods, with provisions for delayed performance due to government shutdowns or funding lapses deemed beyond the contractor's control.
