About this file

This is a Project Specifications document from the Oregon Department of Transportation (ODOT) for the OR82 Bridge Resurfacing MBM 2025 Project managed by Project Manager Andy Adkins. The project involves resurfacing three bridges along Oregon Route 82 at mile posts 49.43, 54.11, and 63.19, requiring a combined total of 200 tons of asphalt concrete pavement (20 tons, 92 tons, and 88 tons respectively). Work is scheduled to commence within ten working days of a pre-work conference with the State Project Manager, with a tentative start date of June 2, 2025, substantial completion by July 1, 2025, and final completion by July 15, 2025. Site inspection is the sole responsibility of bidders prior to submission, and no pre-bid conference is required. The construction sequencing is dependent on ODOT District 13 Bridge Crew scheduling and follows a four-phase process: cold plane pavement removal by ODOT staff (day 1), contractor ACP base course paving (day 1-2), bridge deck membrane installation by ODOT (day 2-3), and contractor ACP wearing course paving (day 3-4).

The contract specifications require compliance with the 2024 Oregon Standard Specifications for Construction with specific modifications detailed in the document. Materials must include PG 64-28 grade asphalt cement, emulsified asphalt tack coat (approximately 0.4 tons), and properly tested asphalt concrete pavement meeting gradient and density requirements. Sampling and testing protocols require a CAT I to perform minimum testing for each 1,000 tons of placement, including asphalt content, gradation, mix moisture, maximum specific gravity, and field compacted gyratory specimens, with results provided to the Engineer by mid-shift of the following work day. Compaction compliance is determined through random nuclear gauge testing at one location per 100 tons placed with a minimum of three tests per shift. No separate payment is made for emulsified asphalt tack coat. The contractor must maintain a responsible representative on-site capable of making decisions and shall provide daily activity summaries to the State Project Manager upon request, with work continuing regardless of disputes unless otherwise agreed in writing.

Description

Scope - This project scope consists of supplying all labor, equipment and machinery as necessary for resurfacing three bridges along OR82 according to the 2024 Oregon Standard Specifications for Construction and modifications listed in these contract documents.

2024 OREGON STANDARD SPECIFICATIONS FOR CONSTRUCTION: The 2024 Oregon Standard Specifications for Construction (“Standard Specifications”) include detailed technical specifications that apply to this Invitation To Bid and resulting Contract.

Some sections of the technical specifications are identified and modified below. Sections of the technical specifications not identified below remain applicable to the Contract according to their original terms. Part 00100 of the Standard Specifications (General Conditions) is not applicable to the Contract unless otherwise noted below; however, if a technical specification (Parts 200 and beyond) references a section from Part 00100, that section from Part 00100 applies to the Contract for purposes of supporting and giving full effect to the technical specification. The Standard Specifications are available online:

http://www.oregon.gov/ODOT/HWY/SPECS/Pages/standard_specifications.aspx

General - The Contractor shall always have a responsible party on the job while work is in progress, capable and with authority to make job-site decision as an official Contractor's representative. The Contractor shall provide the State Project Manager with a summarization of activities and work performed daily if requested.

The Contractor shall carry on the work and adhere to the contract schedule during all disputes or disagreements with the State. No work shall be delayed or postponed pending resolution of any disputes or disagreements, except as specifically permitted by the specifications or as Contractor and State may otherwise agree in writing.

The Contractor shall meet with the State Project Manager(s) for a pre-work conference at a time mutually agreed upon. Work shall commence within ten working days of this meeting, providing the Notice to Proceed has been issued. A pre-bid conference will not be required. Bidders are solely responsible for inspecting the sites prior to bidding. In no event shall failure to inspect the site constitute grounds for charges to the State more than the bid price. The Project Manager will be as listed above for the section they will be in.

Construction - Construction sequencing will be dependent on ODOT District 13 Bridge Crew scheduling, with each project site generally having the following timeline and sequencing:

1. ODOT District 13 Bridge crew completes cold plane pavement removal of existing asphalt surfacing over bridge deck (day 1)

2. Contractor paves and compacts ACP base course (day 1 or day 2, depending on schedules)

3. ODOT District 13 Bridge crew installs bridge deck membrane (day 2 or day 3, depending on schedules)

4. Contractor paves and compacts ACP wearing course (day 3 or day 4, depending on schedules)

Sequencing and durations listed above are approximate for bidding purposes only and shall be verified by coordinating with the Project Manager.

SECTION 00165 – QUALITY OF MATERIALS
