About this file
This file consists of technical specifications and special provisions for a pavement preservation and highway maintenance project issued by the Oregon Department of Transportation (ODOT), Region 3, District 8, in Jackson County. The project scope includes grinding and inlaying pavement to a depth of two inches, with eight inches of paving for the first ten feet from the rail repair on Kirkland Road, durable striping, and safety edge installation where applicable. Work will be performed on Highway 140 (Lake of the Woods Highway) at two locations: Agate Road, where a 24-hour road detour will be maintained from May 30 to June 1, and Kirkland Road near Blackwell Road and the rail crossing, where work will be conducted nights only from June 2 to June 4 with flagging in alternating directions. The contractor is responsible for determining utility conflicts and coordinating with appropriate agencies at no additional cost to the project. All work must comply with the 2024 Oregon Standard Specifications for Construction, the State of Oregon Standard Conditions for Public Improvement Contracts, and the 2009 Manual on Uniform Traffic Control Devices. Estimated quantities for asphalt and striping materials are provided for bidding purposes only, with ODOT retaining the right to adjust quantities or modify work scope as needed. The project manager is Adam O. Stallsworth, reachable at 541-774-6328 office or 541-774-6349 fax.
The project specifications establish traffic control requirements including lane closures limited to one half-mile sections on Highway 140, permitted daily from 7:00 p.m. to 6:00 a.m. Sunday through Thursday and 8:00 p.m. to 6:00 a.m. Friday. Contractors must install advance warning signage including "TRUCKS LEAVING/ENTERING HIGHWAY" signs and "ROAD WORK AHEAD" signs with "FINES DOUBLE" riders, along with "END ROAD WORK" signs at project termination points. Cold plane pavement removal must not utilize heating devices, with machine forward speed limited to 2.5 feet per minute near bridge end panels, and paving must occur before allowing traffic on cold-planed surfaces. Safety edge installation is required except in sections with existing guardrails and must be constructed monolithically with the pavement using an approved device from manufacturers including Transtech Systems, Inc., AdvantEdge Paving Equipment, LLC., Carlson Paving Products, or Troxler Electronic Laboratories, Inc. Asphalt may be placed at depths of three inches with ODOT approval, and all excess asphalt must be disposed of at the end of each work shift in accordance with applicable permits. The contractor must coordinate with the rail contractor who will provide traffic control on the rail portion of the project, with potential for concurrent paving operations within ten feet of rail work upon coordination. No separate payment will be made for tack coat (approximately 0.3 tons estimated) or safety edge work, with these costs incorporated into base pavement items. The project allows for grinding of all sections prior to paving, with appropriate signage maintained until completion.

Section 00738, which is not a Standard Specification, is included in this Project by Special Provision.
Description
00738.00 Scope - This work consists of furnishing and placing a consolidated sloped pavement edge treatment, known as a safety edge, constructed monolithically with the pavement as shown.
Materials
00738.10 Materials - Construct the safety edge using the same material used to construct the adjoining pavement.
Equipment
00738.20 Safety Edge Device - Attach a device to the asphalt concrete paver screed that confines the asphalt concrete at the end gate and extrudes the asphalt concrete in a wedge shape onto the roadway shoulder. The safety edge device compacts a wedge between the ratios 1:1 1/2 and 1:2, providing a uniform texture and shape, adjusts to varying paving thicknesses, and allow for transitions for cross roads, driveways, and obstructions. Brief stops of the paving machine to adjust the safety edge device at transitions are allowed. A single plate strike off is not allowed.
Use a safety edge device manufactured by Transtech Systems, Inc; Advant‑Edge Paving Equipment, LLC; Carlson Paving Products; Troxler Electronic Laboratories, Inc; or a similar device that produces the same wedge consolidation results. If a similar device is used, provide proof the device has been used on previous projects with acceptable results or construct a test section meeting the requirements of 00738.47
Construction
00738.40 Asphalt Concrete Density Adjacent to Safety Edge - Compact asphalt concrete pavement adjacent to the safety edge according to Sections 00743, 00744 or 00745. No additional compaction of the safety edge is required.
00738.43 Handwork - Short sections of handwork where the safety edge transitions at locations such as driveways, intersections, interchanges, and bridges are allowed.
00738.47 Test Section - At the beginning of the paving operation, construct one initial test strip of asphalt pavement at least 0.1 mile but not more than 0.2 mile in length at the specified paving width. Safety edge is evaluated for wedge ratio, compaction, texture, and shape to the satisfaction of the Engineer.
The initial test strip is waved if the safety edge device is manufactured by one of the companies listed in 00738.20 or a device that is proven to the satisfaction of the Engineer.
Measurement
00738.80 Measurement - No measurement of quantities will be made for safety edge.
Payment
00738.90 Payment - No separate or additional payment will be made for safety edge. Payment will be included in payment for the appropriate items under which this work is required.
SECTION 00740 - COMMERCIAL ASPHALT CONCRETE PAVEMENT (CACP)
Comply with Section 00740 of the Standard Specifications.
SECTION 00749 - MISCELLANEOUS ASPHALT CONCRETE STRUCTURES
Comply with Section 00749 of the Standard Specifications.
SECTION 00850 - COMMON PROVISIONS FOR PAVEMENT MARKINGS
Comply with Section 00850 of the Standard Specifications.
SECTION 00860 - LONGITUDINAL PAVEMENT MARKINGS - PAINT
Comply with Section 00860 of the Standard Specifications.
SECTION 00867 - TRANSVERSE PAVEMENT MARKINGS - LEGENDS AND BARS
Comply with Section 00867 of the Standard Specifications.
SECTION 02320 - GEOSYNTHETICS
Comply with Section 02320 of the Standard Specifications modified as follows:
