About this file

This technical specifications document supports Brevard County's solicitation for the Indian River Channels Phase 1 Riverside Canal maintenance dredging project, prepared under the responsible charge of professional engineer Leah G. Torres, P.E. (Florida Registration No. 86641). The project involves mechanical dredging of approximately 2,675 cubic yards of accumulated sediments from the Riverside Canal portion of the Indian River Channels to a design depth of -5.5 feet Mean Low Water (MLW) datum, with no over-dredge authorization permitted. The contractor must transport and dispose of all dredged material at designated upland facilities and restore temporary handling areas to pre-construction conditions. Work must comply with conditions set forth in the Florida Department of Environmental Protection Environmental Resource Permit No. 412177-001-EI (expiration date August 12, 2027) and the U.S. Army Corps of Engineers Proffered Letter of Permission Permit No. SAJ-1996-02153(LP-JDP) (expiration date December 7, 2027). The project includes installation and maintenance of floating turbidity barriers, environmental monitoring, hydrographic surveys (pre- and post-construction), mechanical dredging with a minimum capacity of 100 cubic yards per day, dewatering operations, and final restoration with signed as-built surveys. The contractor must maintain a minimum 10-foot buffer from mangroves and other natural resources, observe manatee protection conditions, comply with Eastern Indigo Snake protection measures, and restrict operations to daylight hours (one-half hour after sunrise to one-half hour before sunset), Monday through Friday only.

The specifications establish comprehensive requirements for quality control, environmental protection, and regulatory compliance with oversight by the Brevard County Natural Resources Management Department and construction supervision by the engineer of record (WSP Inc.). Payment methodology includes lump-sum and unit-price bid items covering mobilization/demobilization (not to exceed 10 percent of total bid price), site preparation and restoration, surveys, turbidity barriers, environmental monitoring, mechanical dredging, debris removal, towing and offloading, dewatering, labor, and final material transportation and disposal. The contractor bears all costs for bonds, insurance, permits not previously obtained, labor, equipment, materials, and any necessary permit modifications. Interim surveys are at contractor expense, and final payment is contingent upon acceptance of post-construction surveys and site restoration completion. The project anticipates completion within three work weeks, with the contractor responsible for all site safety, utility location verification, traffic maintenance per Florida Department of Transportation standards, and compliance with federal, state, and local environmental regulations.

BID SCHEDULE

PART 1 – GENERAL

1.01 SCOPE

A. The project consists of the dredging, transportation, and disposal/beneficial reuse of approximately

2,675 cubic yards of sediment from the Indian River Channels Phase 1 Riverside Canal project area.

Actual dredge volumes will vary from estimates provided herein, as they are dependent on field conditions.

B. The County intends to award the project to the most qualified, responsible, and responsive bidder with the lowest bid.

C. If the quantity of a unit-priced item in this contract is demonstrated by the Contractor’s pre-construction hydrographic survey to be more than 25 percent of the estimated quantities as defined in the Bid Table, the Contractor may request a change order for the additional amount at the unit price specified. No additional payment will be made for material removed outside of or below the dredge template indicated in the construction drawings and once appropriate setbacks are determined. Change orders will not be considered for additional material removed unless a written request is made to the County and the Engineer in advance of removal. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing with the demand, an extension of time consistent with associated quantity variation. This variation in estimated quantity (VEQ) clause does not apply to all bid items. It only applies to the dredge quantity as measured in cubic yards.

D. This bid shall be for a complete project, and bid item prices shall include all components necessary for successful completion of the work as designed and specified.

E. This Contract is solicited with bid items. Any bid price for items indicated above which are considered unbalanced with the opinion of the County may be rejected. An unbalanced bid is one in which the cost for one or more bid items is considered significantly low and one or more bid items is significantly high.

SUMMARY OF WORK

PART 1 GENERAL

1.01 DESCRIPTION

A. Brevard County District 2 (County) is soliciting licensed and qualified marine Contractors for the maintenance dredging of Indian River Channels Phase 1 Riverside Canal in Brevard County, Florida.

The work consists of furnishing all labor, materials, equipment, and performing all tasks necessary for the excavation, handling, and disposal/reuse of accumulated sediments within the project area.

B. The following general information is based on initial hydrographic surveys and permitting conditions. The width of the Indian River Channels Phase 1 Riverside Canal varies. The width of the canal is bounded by a residential shoreline. The length of the canal is approximately 480 linear feet.

The design dredge template elevation is -5.5 feet Mean Low Water (MLW) datum, with no over-dredge. The dredge template design accommodates setbacks from mangroves.

C. All dredging activities are to be performed using mechanical means. A temporary staging area is indicated in the construction drawings. Only designated areas shown on construction drawings, may be used for offloading and temporary handling of dredged material. The Contractor shall be responsible for restoring the designated dredged material handling facility back to its original condition as documented in pre-construction surveys and photographic documentation. This includes the removal of all temporary structures such as timber mats, fencing, and erosion control devices.

D. The intent of the project is to remove accumulated sediments to the authorized design dredge depth along the length of the Indian River Channels Phase 1 Riverside Canal, without impacting adjacent natural resources or structures. Overdredge is not authorized by regulatory agencies for this project.

E. It is estimated that approximately 2,675 cubic yards of sediment could be removed from the project area. Actual quantities will be confirmed by detailed hydrographic surveys, performed by the

Contractor and approved by the County, prior to dredging.

F. Underground utilities and improvements were not located as part of this survey. It will be the

Contractor’s responsibility to coordinate these locations prior to construction.

G. This work must be completed according to the plans and specifications within the time specified in the contract. The contractor must complete the work while maintaining compliance with the conditions of the Florida Department of Environmental Protection (FDEP), the United States Army

Corps of Engineers (USACE), the Florida Department of Transportation (FDOT), the U.S. Coast Guard, and all local permits.

H. The Contractor is solely responsible for all construction means, methods, techniques, and procedures including construction monitoring, permit compliance, and the sequence of the work.

I. The Contractor shall be responsible for the design, installation, and maintenance of other site elements necessary to support the dewatering and hauling of dredge material.

J. Regulatory permits require turbidity monitoring to be conducted prior to, and for the duration of the project.

K. The Contractor must comply with the applicable Florida Fish and Wildlife Conservation Commission

(FWC) Standard Manatee Conditions for In-Water Work.

SECTION 01 11 00 2 July 15, 2025
