About this file
This is Addendum 4 to the bid package for the Indian River Channel Phase I – Riverside Canal Maintenance Dredging Project, issued by Brevard County Purchasing Services on behalf of the Natural Resource Management Department in Viera, Florida. The addendum addresses clarifications to questions submitted by prospective bidders regarding dredging specifications, design depths, and project methodologies. The project involves maintenance dredging of Riverside Canal with a design dredge depth of Elevation -5.0' MLW plus an additional 0.5' of overdredge allowance, as authorized by FDEP and USACE. The bid opening date has been rescheduled to Wednesday, November 19, 2025, at 10:00 a.m. Bidders are required to acknowledge receipt of this addendum on the Price Sheet with their submitted bids.
Key clarifications provided in this addendum include confirmation that excess material resulting from slope sloughing will be compensated at the unit price cubic yard rate, with provisions for change orders if pre-construction surveys indicate more than 25% variance from estimated quantities. The addendum confirms that dewatered effluent from temporary staging areas may return to the canal provided all permit conditions are met, including turbidity monitoring and standards. Contractors may submit alternative mechanical dredging methodologies and temporary fencing designs for County approval, though significant deviations from authorized methods may require permit modifications at the Contractor's expense. The contractor is responsible for all permit compliance. The addendum also included revised Attachment A (Price Sheet), Attachment B (Specifications), and Attachment C (Drawing Set), with removal of the labor line item C9 from the Bid Table and updates to construction notes for consistency.

ADDENDUM 4
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 4 in space provided on Price Sheet.
Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: The dredge template shows slopes of ~2:1, however the muck material to be dredged is only able to hold a slope between 10:1 to 20:1. As such, in order to clear the template, excess material will be required to be excavated as it sloughs into the design template. Please confirm this excess material will be paid at the cubic yard unit price.
Answer: While the design shows a 2:1 slope, the estimated dredge volume was calculated accounting for a box cut to Elev. -5.5’MLW. We anticipate that the estimated dredge volume may be higher than (or very close to) what a current survey will indicate. The County offers the provision for a change order in the event that the pre-construction hydrographic survey indicates more than 25% change from the estimated quantities of a unit priced item defined in the Bid Table (Specifications, Section 00 41 00, Part 1, Section 1.01 - C). If significant sloughing into the dredge cut is indicated via progress surveys, an appropriate course of action can be evaluated.
Question 2: There is a discrepancy between the specifications, permits, and plans as to the desired dredging depth. The specifications and permits state the design elevation is -5.5’ MLW while the plans state -5.0 MLW. Please confirm the design depth and verify quantities estimated are for said design depth.
Answer: The design dredge depth is Elev. -5.0’ MLW with an additional 0.5’ of overdredge allowance, as permitted by FDEP and USACE authorizations. Volume estimates shown in the bid table account for dredging to Elev. -5.5’ MLW. Bid quantities are provided as estimates.
Actual dredge volumes will depend on field conditions.
Question 3: Due to the limited staging area and mandated production rates, please confirm dewatered effluent during the dredging process and at the staging area is allowed to return to the canal.
Answer: Please refer to permit conditions. It is our understanding that the immediate return of water from the temporary dewatering/staging area to the same waterbody from which it came is acceptable and inevitable with any mechanical dredging project, as long as all permit conditions are met, including but not limited to monitoring and standards for turbidity. The Contractor is responsible for meeting all applicable permit requirements.
- Question 4: Should the Contractor desire to utilize alternative mechanical dredging methodologies in lieu of dumpsters, will this be allowed?
Answer: The Contractor is required to prepare and submit a Dredge Plan (See Specifications Section 01 33 00, 1.02 - Submittals). The plan shall describe approach and methodologies, which are subject to approval by the County. Alternative methodologies will be considered by the County under advisement. (See Specifications Section 01 11 00, 1.12 – Dewatering). Note that the Contractor will be required to obtain any permit modifications, as specified in authorizations, for significant deviations from authorized methodologies.
Question 5: Please confirm alternative fencing other than that shown on C-501 may be utilized to define the perimeter of the staging area.
Answer: Temporary fencing other than that shown in the C-501 detail will be considered.
Additional Updates:
• A note indicating the allowance for 0.5’ of overdredge is included in the Plans “General Notes.”
• Update to Section 01 11 00, 1.10 General Construction Notes (X) for consistency with Bid Table.
• Removed of line item C9 from Bid Table for “Labor.”
