About this file

This is a Scope of Work document for a VA boiler plant improvement project at the Fargo VA Health Care System. The contractor must provide labor, materials and equipment to correct AWE Boiler Findings per project 437-24-105, which includes installing plumbing, HVAC gauges and meters, and reinsulating piping.

Key requirements include installing flow meters on cold water and condensate lines, adding pressure gauges and thermometers to the steam header station, replacing CO and combustible gas alarms, installing solenoid and mod valves for air control, and implementing makeup air/ventilation unit interlocks with boilers. The project duration is 158 calendar days from Notice to Proceed, with a pre-construction conference within 14 days of award. The timeline includes up to 8 weeks for badging, 4 weeks for submittals, 1-3 weeks for materials, and 6 weeks for installation and testing. After-hours shutdowns will be required for the laundry facility, main hospital, and plant boilers, though no shutdowns are needed for certain water line work. All work must comply with VA Boiler Safety and Testing manual requirements, NFPA codes, and Pre-Construction Risk Assessment protocols while maintaining 24/7 steam availability for patient care areas.

SCOPE OF WORK

PROJECT TITLE CORRECT AWE BOILER FINDINGS

PROJECT 437-24-105

General Intention: The Contractor shall provide all labor, materials and equipment to accomplish the Fargo VA Health Care System construction.

project 437-24-105 Correct AWE Boiler Findings in accordance with, but not limited to, the contract documents, the Scope of Work, the VA

Boiler Safety and Testing manual (most current edition), NFPA, boiler codes, etc.

The project shall include but not limited to: Demolish and installing.

Plumbing, HVAC gauges and meters as well as reinsulating of piping (cut 1

1/2” copper cold water line and install flow meter for metering water amounts, install flow meter device into 3” condensate line and supply display module for mounting on upper level.), install three 0- 300 PSI gauges and two thermometers that range from 0-400 degrees into the steam header station per drawing. Switch out 3 Honeywell CO and combustible gas alarms in reginal office boiler room, and main alarm in VA check in desk. Add a 3-valve solenoid, connect atomization system to provided switch or add a device to switch it over to Air combustion instead of oil, install a mod valve to control the output of air going through the system. Set up high pressure test port closest to switch and high-pressure side of monometer. Connect tubing from low pressure test port to low pressure side of manometer. One differential pressure switch for each ventilation unit. VA boiler plant needs to meet requirements of an outside Air Damper interlock with alarm made in junction with programed MUA interlocks.

No shutdowns will be needed for the water flowmeter install on water line marked by “X” seen in Figure one.

No shutdowns will be needed for the flowmeter install on the condensate line.

The meter shall be Turbine type, Class II, in-line, horizontal axis, and fully conform to AWWA C701 and VA restrictions (found in specs)

Service work to correct issues with AWE boiler plant findings as noted in contract documents shall take place in building 10 the boiler pl

After hours shutdowns needed for the laundry facility, main hospital, and plant boilers.

See figure 4 for reference to meters.

Makeup air/ventilation units must be interlocked with boilers to prevent and stop operation in case of failure. A differential pressure switch must be used to prove makeup unit operation, activating the interlock at 80% or more of the minimum pressure difference. Facilities should also install parallel interlocks on alternate air openings to mitigate the impact of secondary device failure. Interlocks and alarms should alarm locally and to the

Building Management System for increased visibility.

- Add 3 solenoid valve then a mod valve to provide boiler with right amount of air.

BP needs: CO 50 ppm or less, combustible set points 10% or less LEL.

Low atomizing media pressure switches follow all required LAMPS

& SLAMPS specifications.

¯ Record the atomizing media pressure at the switch during purge and low fire. Note lowest pressure.

¯ With boiler online and firing isolate the switch by closing the

Lockable only Open valve. Slowly bleed the pressure until boiler trips offline. Record activation pressure.

until the LAMPS trips offline.

Record activation pressure.

The facility will continue with patient care activities (24 hours, 7 days a week) access to steam must be available for all areas that need it, days and times may be limited due to infection control.

Contractor will work with COR and plant operations for a full shutdown to install the plant and the hospital system these shutdowns may be cause for afterhours work or weekend work.

Contractor will schedule with VA COR for shutdown after laundry facility working hours.

The construction work must meet with current Pre-Construction Risk

Assessment PCRA requirements, and all other applicable VA guides, manuals, and requirements. Please reference these before work is performed.
