About this file
This is Amendment 0002 to solicitation 36C26325B0003, issued by the Department of Veterans Affairs Network 23 Contracting Office in St. Paul, MN, effective January 8, 2025. The amendment provides answers to questions posed during a site visit for a boiler plant construction project at the Fargo VA Health Care System.
The amendment clarifies technical requirements including: insulation must be restored to original condition after weld-o-let installations; X-ray weld inspections are not required but certified welders must perform all header welds; the use of door end switches is acceptable for auxiliary combustion air requirements instead of outdoor air dampers; and detailed specifications for turbine water flow sensors are provided, including operating conditions of 125 psig, 30-250°F temperature range, and 0.5-40 feet per second velocity range. A site visit sign-in sheet is attached to the amendment.

1. Existing header instrumentation and condensate piping is not insulated. Please verify new piping for temperature and pressure stations is not required to be insulated. If insulation is required, please provide insulation specifications.
The requirement is that any current insulation on the header and piping is returned to its original condition once the weld-o-lets are added. On the areas that Insulation will have to be removed to add the weld-o-lets and we want the piping re-insulated after the work is completed
2. Please verify if X-Ray procedure/inspection is required for weld-o-lets added to steam header supply piping for installation of temperature and pressure stations. If yes, will the VA provide these services or are they the responsibility of the installing contractor?
X-ray weld inspections are not necessary, but a certified welder is required for all welds on the header.
3. A large auxiliary outdoor air damper is required to meet the minimum combustion air requirements (9600 CFM). Because many of the VA steam plants are treated as historical, often the use of man doors and end switches is allowed for auxiliary combustion air. The south double door near the tool bench measures 70"x94.5" and could be utilized as auxiliary plant air with minimal potential for pipe freeze damage but is double the size that we need. The main door near the boiler operator office is also an option. An outdoor air louver with actuator would also not be conditioned air. We propose adding end switches to prove the door or doors are in the open position and would interlock with the boiler flame safeguard safety circuit. This has been performed at other VA facilities. Will this be accepted as a solution?
We are fine with this. It would be the easiest way to meet the requirement.
4. In spec section 25 10 10 page 9 paragraph D. Turbine flowmeters #1 “flowmeter shall be as specified in Section 23 09 23 “water flow sensors” paragraph. However, there are only (2) spec sections, 22 05 19 Meters and gauges for plumbing piping and 25 10 10 Advanced utility metering system. Please advise.
Turbine Water Flow Sensors: shall be insertion turbine type with turbine element, retractor and preamplifier/transmitter mounted on a two-inch full port isolation valve; assembly easily removed or installed as a single unit under line pressure through the isolation valve without interference with process flow; calibrated scale shall allow precise positioning of the flow element to the required insertion depth within plus or minus minute 1 mm (0.05 inch); wetted parts shall be constructed of stainless steel. Operating power shall be nominal //24 VDC// or //24 Volt AC//. Local instantaneous flow indicator shall be LED type in NEMA 4 enclosure with 3-1/2 digital display, for wall or panel mounting.
Performance characteristics:
Ambient conditions: -40 degrees C to 60 degrees C (-40 degrees F to 140 degrees F), 5 to 100 percent humidity.
Operating conditions: 850 kPa (125 psig), 0 degree C to 120 degrees C (30 degrees F to 250 degrees F), 0.15 to 12 meters per second (0.5 to 40 feet per second) velocity.
Nominal range (turn down ratio): 10 to 1.
Preamplifier mounted on meter shall provide 4-20 mA or 0-10 VDC, a divided pulse output or switch closure signal for units of volume or mass per a time base. Signal transmission distance shall be a minimum of 1,800 meters (6,000 feet). // Preamplifier for bi-directional flow measurement shall provide a directional contact closure from a relay mounted in the preamplifier //.
Pressure Loss: Maximum 1 percent of the line pressure in line sizes above 100 mm (4 inches).
Ambient temperature effects, less than 0.005 percent calibrated span per degrees C (degrees F) temperature change.
RFI effect - flow meter shall not be affected by RFI.
Power supply effect less than 0.02 percent of span for a variation of plus or minus 10 percent power supply.
