About this file
This is a Scope of Services document for the County of Sacramento's RFP 2025-PURB-RFP-0053, which seeks a third-party greenhouse gas reporting verification consultant for Kiefer Landfill. The County requires the selected consultant to complete annual third-party greenhouse gas report verification for the landfill's operations as mandated by the California Air Resources Board (CARB). The scope of services encompasses a five-year contract period from January 1, 2026, through December 31, 2030, and includes four primary tasks: filing conflict-of-interest statements and verification service notifications; developing verification and sampling plans with facility reviews and planning meetings; conducting an initial site visit during the first year; and performing annual record review, analysis, and reporting to generate findings logs, verification reports, and verification statements. The consultant must submit all regulatory documentation directly to CARB with copies to County staff and provide periodic progress updates. Draft reports and verification statements must be reviewed by County staff prior to regulatory submission. The proposal submission deadline is November 20, 2025, at 2:00 PM via OpenGov Procurement.
The consultant must be accredited under California Code of Regulations Title 17 Section 95132 and qualified in greenhouse gas emissions reporting for landfill facilities. The consultant must be an independent contractor with at least five full-time employees and comply with the County's standard consulting agreement terms, child support enforcement requirements, state and federal employment reporting regulations, and COVID-19 compliance protocols. No specific budget or award value was stated in the scope document. No incumbent vendor was identified, and no set-aside designations for disadvantaged enterprises were mentioned. The landfill currently operates with a gas extraction system collecting approximately 7,500 CFM that feeds two gas destruction flares and two gas-to-energy plants with five internal combustion engines. The contract requires Board of Supervisors approval.
