About this file
This document is a Greenhouse Gas (GHG) Verification Report for the Kiefer Landfill, prepared by Yorke Engineering, LLC for the California Air Resources Board (CARB) for the reporting year 2024. The verification process involved a comprehensive review of the landfill's emissions data, including a site visit on July 23, 2025, detailed document reviews, and verification of the facility's greenhouse gas reporting. The facility, located in Sloughhouse, California, captures landfill gas to generate electricity sold to the grid, with five reciprocating internal combustion engines having a total nameplate capacity of 15.25 megawatts.
The verification found total covered CO2 equivalent emissions of 513.104891 metric tons, with 99,788.495004 metric tons of exempt biogenic CO2 emissions. The facility uses Tier 1 methodology to calculate emissions, with all landfill gas fuel being 100% biogenic. Two minor issues were initially identified during the verification process - related to electricity purchases and net electricity generation - but were resolved by the facility. The verification team concluded the report was free of material misstatement and in full conformance with CARB's Greenhouse Gas Mandatory Reporting Regulation, resulting in a positive verification statement.

GHG RY2024 Verification Report
1.0 INTRODUCTION
The Yorke Engineering, LLC (Yorke) verification team has prepared this Verification Report as specified in the 2018 version of the Greenhouse Gas (GHG) Mandatory Reporting Regulation (MRR) Section 95131(c)(3)(A). In accordance with the regulation and recommendations provided by the California Air Resources Board (CARB), the Verification Report includes a detailed description of the facility, including emission and product sources and boundaries, description of systems used to collect and calculate product data and emissions, the verification plan, data checks conducted, issues, qualifying comments, and calculations performed for emissions and product data.
1.1 Facility Background
Kiefer Landfill (Kiefer) is a solid waste landfill that captures landfill gas to be burned in flares or engines to generate electricity that is sold to the grid. The facility is located in Sloughhouse, California and has a primary North American Industry Classification System (NAICS) code of 562212. The facility is subject to the GHG reporting and verification requirements within Sections 95112 and 95115 of CARB GHG MRR. The following emissions sources are located at the facility:
GP-KLG 1 and 2, aggregation of landfill gas-fired units, including;
Five (5) reciprocating internal combustion engines generating electricity.
The largest rated unit at the facility is 32.3 million British thermal units per hour (mmBtu/hr) with a total nameplate capacity of 15.25 megawatts (MW). The five engines are the only non-exempt combustion unit at the facility.
1.2 Verification Team
Yorke’s GHG staff involved in this third-party verification for Kiefer consisted of the following members:
Lead Verifier – Nick Molzahn; and Independent Reviewer – Joseph Steirer.
2.0 VERIFICATION ACTIVITIES
2.1 Conflict of Interest Determination and Notice of Verification Service Per Section 95133 of the CARB GHG MRR, Yorke only contacted facilities for providing verification services to businesses that were determined not to have a previous working relationship. After contracting with Kiefer to provide verification services, Yorke again reviewed the Conflict of Interest (COI) with Kiefer and confirmed no potential conflicts existed for verification support. On May 8, 2025, Yorke submitted the initial COI/Notice of Verification Services (NOVS) form to CARB which was approved shortly thereafter. In early June, the Lead Verifier suffered a medical emergency that required a change to the site visit. The revised COI/NOVS was submitted on July 16, 2025. Yorke received notification from CARB on July 16, 2025 to proceed with verification services with Kiefer.

2.2 Verification Plan
Per Section 95131(b)(1) of the CARB GHG MRR, a verification plan includes information from the reporting entity that allows the verification team to develop a general understanding of the facility boundary, operations, emission sources, and product data. This also includes specific methodologies used by the facility to develop their GHG emissions and reported product data. To assist with this review, the information also includes data management systems used to track GHG emissions and product data. It also includes information regarding training or qualifications of personnel involved in developing the emissions data report.
The verification plan lists specific activities that must be conducted during the 3rd party GHG report verification process. The verification plan also identifies an expected timeline for the completion of each activity. A copy of the verification plan is included in Appendix A, as required as part of the Verification Report.
To prepare the verification plan, Yorke requested the following documents:
GHG Monitoring Plan;
Workbooks or other documents used to calculate data used in the GHG report;
Internal landfill gas fuel meters and electricity meters;
Electricity sales and purchase records;
Map of the facility; and Additional information associated with the preparation of the 2024 CARB GHG report.
2.3 Site Visit
A site visit was conducted on July 23, 2025. During the site visit, Yorke reviewed the data management system, facility boundary, and all meters associated with GHG reporting. Yorke spoke with Kiefer Landfill staff to understand how the data is managed and compiled at the facility for preparing the GHG report.
3.0 VERIFICATION ASSESSMENT
The verification assessment was completed based on the verification and sampling plans. The data review process was completed to determine if the report met the requirements of the CARB GHG MRR. All available data sources were reviewed and compared to the data from the summary spreadsheet and monitoring plan to ensure the reported data met accuracy and completeness requirements as required.
3.1 Sampling Plan
Yorke developed a draft sampling plan and revised the sampling plan based on data collected during the data review process. The sampling plan was developed based on the requirements of Section 95131(b)(7) of the regulation. As part of the plan, the emissions sources were ranked by total emissions and calculation uncertainty, as well as a qualitive narrative of the uncertainty risk assessment. The assessment included the ranking of emissions and product data.

3.1.1 Ranking and Qualitive Narrative of Emissions
The landfill gas measurements are based on the internal meter readings taken by the facility. Since the carbon dioxide (CO2) emissions from biogas emissions are not covered emissions, the CO2 portion of the fuel meter readings are not subject to the accuracy requirements of Section 95103(k). The methane (CH4) and nitrous oxide (N2O) emissions are considered as covered emissions and make up a small portion of the facility’s total GHG emissions but is still subject to the meter accuracy requirements per Section 95103(k). Since the actual covered emissions are small, the uncertainty risk is deemed to be low, the facility uses the default high heat value for reporting. Although, the landfill gas fuel meters do not require calibration, the meters are still calibrated annually and meet the meter accuracy requirements per Section 95103(k), confirming the low uncertainty risk assessment.
Table 3-1: Ranking by Magnitude and Risk by Uncertainty of Emission Data
Unit Name Fuel Type(s)
Reported Emissions
% of Total Emissions
Quantity Rank
Uncertainty Risk Rank
GP-KLG 1 and 2 Landfill Gas 100,302 MT CO2e 100% 1 Low
All the supplemental data associated with gathering the landfill gas meter readings were reviewed as part of the uncertainty risk assessment. The emissions are calculated directly in Cal e-GGRT using Equation C-1 from Subpart C, Tier 1 methodology, which does not require multiple calculation steps.
3.1.2 Ranking Qualitive Narrative of Product Data
There is no covered product data at Kiefer, so no ranking of risk by uncertainty or qualitive narrative is required.
3.2 Data Review
Yorke performed a detailed data review on the reported data based on areas of highest contributions of emissions and risk of uncertainty, as described briefly above as well as in the sampling plan. This data review was completed using data checks as described per Section 95131(b)(8) of the regulation.
All the data used to report facility GHG emissions and gross generated were determined from internal meter readings. Electricity purchases, sales, and net power generated were based on third-party data provided by the Sacramento Municipal Utility District (SMUD). Meter accuracy checks were performed and deemed accurate under Section 95103(k) of the regulation.
During the initial data review, electricity purchases differed by a small amount from billing records as described in the issue log. This item was addressed, and the final data checks are provided in Table 3-2.

Nonquantitative data review included the NAICS code, maximum heat input rating, change in emissions, facility location, and parent company information. All the data on the report was determined to be accurate for the nonquantitative data review.
All the covered emissions were reported as de minimis for the facility and reviewed in Table 3-2.
No missing data substitution was used by Kiefer for preparing the 2024 GHG report and hence was not included as part of the data review process.
4.0 VERIFICATION FINDINGS
4.1 Issue Log
As required under Section 95131(b)(11), an issue log was maintained of discrepancies noted as part of the third-party GHG verification process. After the initial data review was completed, two issues were noted in the issue log. All of the issues were resolved by Kiefer. The issue log with resolutions is included in Appendix B.
4.2 Materiality Assessments
The materiality assessment is a review of a potential material misstatement where the verified accuracy is determined to be greater than 5% of the reported covered emissions or product data as required by CARB GHG MRR. Assessments are conducted independently on total reported covered emissions and each product data component as required by Section 95131(b)(12) of the regulation. Since Kiefer has no product data, this assessment was performed solely on the total covered emissions data using the equation given below.

No misstatements were identified during the final verification review.
4.3 Conformance Assessments
Yorke also evaluated Kiefer for conformance. A non-conformance is a failure to meet any of the requirements as specified in the CARB GHG MRR. This evaluation includes both non-covered data included in the report or other administrative requirements that do not impact the reporting of GHG emissions, such as GHG Monitoring Plan maintenance, documentation retention, or other similar requirements.
There were two potential non-conformances noted initially and included in the issue log. However, this was resolved, and there are no non-conformances in the final documentation and report provided to Yorke by Kiefer.
4.4 Verification Statement
The verification body has reviewed the Kiefer 2024 GHG report and determined that the report is free of material misstatement, is in full conformance with the CARB GHG MRR and has positively verified without any qualification. Copies of the verification statement as well as the final certified version of the GHG report is included in Appendix C.

Resolved 7/30/2025: Facility noted that measurements were indeed different due to transmission losses and this issue was resolved.
"Net electricity generation from KLG 1 and KLG 2 are measured at two metered points. The first point is at the power plant prior to transmission to the electrical grid, the second at the SMUD receiving meter. Power plant records are used to determine parasitic plant and flare station usage. SMUD records are used to determine payment amounts from SMUD to Sacramento County for electricity generated and delivered for sale. The power plant and SMUD meters vary in measurement by roughly 0.13% over 2024. This variance is attributed to likely transmission losses."
