About this file

This document is a Scope of Services (Attachment B) for a request for proposals (RFP 2025-PURB-RFP-0053) involving the California Air Resources Board (CARB) and a county managing the Kiefer Landfill. The selected consultant will be responsible for completing annual third-party greenhouse gas report verification for the landfill's operations, with services spanning a five-year period from January 1, 2026, through December 31, 2030. The scope of work is divided into four primary tasks: Task 1 involves completing conflict of interest statements and notification of verification services; Task 2 focuses on planning and preparation, including developing verification and sampling plans; Task 3 comprises an initial site visit during the first year of services; and Task 4 involves annual record review, analysis, and reporting.

The consultants will be required to submit all documentation directly to CARB, with copies provided to county staff, and will need to coordinate closely with county personnel throughout the verification process. Draft verification reports and statements will be submitted to county staff for review before being sent to regulatory agencies, and the consultant will work to obtain any additional information needed to finalize reports. The county anticipates only one site visit during the initial year of the contract and expects the consultant to complete all tasks in compliance with California Code of Regulations, Title 17, specifically Sections 95131 and 95133.
