Veterans Health Administration Veteran Patient Experience Survey Program SAMPLE Task Order: Advanced Analytics – High Complexity
BACKGROUND / INTRODUCTION
The Veterans Health Administration’s (VHA) Office of Analytics and Performance Integration (API) in the VHA Office of Quality and Patient Safety is the headquarters for the VHA Survey of Healthcare Experiences of Patients (SHEP) program. The SHEP program uses the Consumer Assessment of Healthcare Providers and Systems (CAHPS) family of surveys as the industry standard approach to measuring patient experiences of care and to support the goal of benchmarking VHA performance against private sector healthcare. Since 1995 variants of the SHEP program have focused on evaluating high volume healthcare services represented by patients receiving VA ambulatory care or discharged inpatients.
Currently, API has a core inventory of surveys that assess patient experiences in several patient populations using the CAHPS family of survey instruments. These include Inpatient (Hospital CAHPS), Patient Centered Medical Home (Clinician & Group CAHPS with the PCMH item-set), Specialty Care (Clinician & Group CAHPS), and VA Community Care (a CAHPS-like survey developed by API). Data collection is principally thru mail and online modes. Results are reported at various levels of the organization to internal and external stakeholders.
High complexity tasks would typically involve the application of multivariate analytic techniques to data from multiple: service lines (inpatient, outpatient, community care), time periods and/or levels of analysis (individual, facility, network). Deliverables shall include a briefing of findings to the SHEP Program team and topline report for VHA leadership as appropriate; recommendations for quality improvement; a report/presentation of findings suitable for presentation at an academic conference or publication in a peer reviewed journal; a detailed report of findings complete with appropriate supporting tables and appendices. Appendices to include all data, programming, supporting documentation. An example of a high complexity task could be an examination of attributes of high/low performing facilities. The analysis could examine facility characteristics and identify those that are most influential in driving and sustaining patient experiences in the VA.
SAMPLE SCOPE OF WORK: High Complexity Advanced Analytics- Facility Trending and Classification Analysis
The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS).
Contractor shall perform analysis of SHEP patient experience score trends using 2 years of survey data collected through SHEP and accounting for patient demographic differences for facilities within a VISN. The contractor shall perform analyses with the goal of identifying chronically high and low performing facilities within a VISN across service lines (primary care, specialty care, inpatient care) and broad array of dimensions of patient experience as listed below:
Patient Centered Medical Home (PCMH)
Specialty Care
Inpatient
Access to Care
Communication
Care Coordination
Office Management
Comprehensiveness
Discuss Medications
Self-Management Support
Communication with Nurses
Communication with Doctors
Communication on Medications
Responsiveness of Staff
Discharge Information
Pain Management
Cleanliness of Hospital Environment
Quietness of Hospital Environment
Care Transition
Patient Rating of Provider
Overall Hospital Rating
Goals:
1. Analyze patterns of variation in facility performance to enable a wholistic understanding of the ways performance on individual patient experience dimensions differentiates consistently high and low performing facilities.
2. Examine trends to identify facilities that are showing strong improvement or whose performance is noticeably declining.
3. These analyses shall take into account demographic and facility complexity differences between medical centers.
The successfully completion of tasks for this High Complexity task will require close collaboration and iterative communication (e.g., in the form of progress reports and updates of findings) with the SHEP team in order to jointly decide on various aspects of the statistical analysis and/or the most effective tabular and graphic formats for reports to various stakeholder groups within VHA.
PERIOD OF PERFORMANCE
The period of performance shall be 3 months.
TYPE OF ORDER:
Fixed Price
PLACE OF PERFORMANCE:
Tasks under this PWS shall be performed at the Contractor facility OR other location as approved by the Government PM and contracting office.
TRAVEL
The Government does not anticipate travel to perform the tasks associated with the effort
SPECIFIC TASKS AND DELIVERABLES:
The tasks and deliverables shall include the following:
A. TASKS
· Prepare a scoping memo describing the proposed data analysis strategy for approval by the SHEP team.
· Perform the detailed statistical analysis plan to achieve the goals.
· Generate report(s) of findings suitable for multiple internal VA stakeholder groups, including senior executives and administrative and clinical staff in the field.
B. DELIVERABLES
· Quality Control documentation as appropriate based on the final approved analytical plan
· Provide detailed documentation on statistical and analytical methods used
· SAS analytic and summary datasets
· Summary analysis report including
· All relevant data tables
· Plain language description of analytic methods used and limitations/caveats
· Separate reports for each series of analyses in a form deemed appropriate for the target audience (PowerPoint, Word, etc.)
· Production of customized “Top-Line” reports to be presented to VHA staff at various levels, to include a plain-language and brief “Bottom Line Up Front” (BLUF) section summarizing methods and key findings.
TASK ORDER STATUS REPORTING REQUIREMENTS:
The contractor shall submit progress reports addressing the status of the active task order as appropriate. The official reporting for order compliance shall be these weekly reports. The reports will cover progress made, the status of ongoing work, and any items previously discussed for the future. Progress reports shall also identify any problems that may have arisen and an explanation of how each problem was resolved, or where not resolved, a plan for how the problem will be resolved. The contractor shall take minutes of all formal conference calls and/or meetings held with the SHEP Team. Copies of these minutes shall be attached to the next progress report meeting.
