About this file
This is a Product Description document for a federal contract opportunity issued by the Department of Veterans Affairs (VA) Enterprise Procurement Office for Image-Guided Surgical Navigation Systems as non-expendable equipment.
The VA is seeking vendors to provide either a Medtronic Stealthstation or equivalent image-guided surgical navigation systems through a VA-wide single award Requirements contract. The Image-Guided Surgical Navigation System is a stereotactic computer-aided surgical system designed to aid minimally invasive procedures by combining medical imaging, dedicated computer software, and instrument tracking systems to provide real-time three-dimensional positioning and orientation of instruments relative to patient anatomy. The contract period includes a base of 12 months with four optional 12-month periods. The solicitation uses a Brand Name or Equal evaluation approach, requiring offerors proposing equal products to provide detailed descriptions of salient characteristics, brand names, make/model numbers, and descriptive literature demonstrating compliance with specified requirements.
The document lists 79 contract line items (CLINs 0001-0079) covering the Medtronic Stealthstation S8 system and associated components, including main carts, camera carts, software modules (spine, cranial, ENT, DBS, stereotaxy, 3D imaging), instrument sets, referencing trays, tracking systems, interface kits for microscopes, and O-ARM O2 imaging configurations. Evaluation criteria include 10 salient characteristics requiring literature review (minimum 27-inch touchscreen monitor, real-time 3D image fusion and navigation, interfacing capability with MRI/CT/3D ultrasound, external device integration, cranial and spine navigation capability, optical and EM tracking, FDA 510(k) approval, minimum one-year manufacturer warranty, and VA Electronic Health Record interoperability), along with four evaluation sub-factors addressing safety, design, diagnostic tools and imaging techniques, and quality/construction aspects.

PRODUCT DESCRIPTION
For
NON-EXPENDABLE EQUIPMENT:
Image-Guided Surgical Navigation System
Prepared By:
Enterprise Procurement Office Department of Veterans Affairs
5202 Presidents Court, Suite 103 Frederick, MD 21703
1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Image-Guided Surgical Navigation System as a candidate for a VA-wide (otherwise referred to as “national”) single award Requirements contract.
The Image-Guided Surgical Navigation System is a stereotactic computer-aided surgical system designed to aid in the performance of minimally invasive procedures by combining medical imaging, dedicated computer software, and instrument tracking systems for guidance. The systems provide real-time, three-dimensional (3D) positioning and orientation of instruments relative to the patient’s anatomy on a video display during surgery without requiring the use of an endoscope. Image-guided surgical navigation systems work in a similar way to global positions systems (GPS) applied to the human body. They provide medical images that show the location of the instruments in real time during the procedure, and one or more imaging modalities, such as computed tomography (CT) and/or magnetic resonance imaging (MRI), may be used in the procedure. Dedicated image-guided stereotactic systems intended for particular procedures such as neurosurgery, cardiac mapping and ablation, mammographic biopsy, and cranial, spinal, orthopedic, and laryngological surgery procedures are available. Image-guided systems intended to facilitate radio surgical procedures from the exterior of the body are also available.
The Contractor must demonstrate the ability to meet all requirements for the solicitation.
The objective is to provide a complete image-guided stereotactic system to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
2. REQUIREMENT
This requirement will utilize Brand Name or Equal product descriptions which requires the offeror indicate that each product being offered as an “equal” product to the Medtronic Stealthstation image guided system. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
