About this file
This document is a Price Submission Form and Selection Process guide for a state and local contract award. It establishes the bidding and award methodology for a procurement contract without specifying a particular state agency or jurisdiction in the provided excerpt.
The contract solicits bids for the supply of goods measured and priced per pound, with bidders required to submit a price per pound and the total number of pounds they can provide. The contract has a maximum total value of $3 million. The awarding agency will rank all responsive and responsible bids from lowest to highest price per pound and award sequentially down the ranked list until the cumulative contract value reaches or approaches the $3 million ceiling. Awards may be full awards to individual vendors, partial awards where a vendor's full bid quantity would exceed the remaining budget, or non-awards for bidders ranked below the funding threshold. All bidders must submit estimated delivery dates with corresponding pound quantities, with all deliveries required by June 15, 2026, to a designated Granite City Warehouse. The form requires bidders to specify their company name, price per pound, total pounds available, and a delivery schedule matching their total bid quantity.

| Price Submission Form & Selection Process for the Award of the Contract | |||||
| All complete bids that are responsive and responsible will be placed on an Excel document with the following information: Name of Bidder, Price Per Pound, Total Amount of Pounds, & Total Price of Bid for each bidder. Then each bid will be ranked by lowest price per pound to highest price per pound. The awarding agency will then start at the top of the list (lowest price per pound) and award down the list until the Total Price of the Bids reaches or is close to the total amount of this contract. A vendor or multiple vendors may receive a full award, a vendor may receive a partial award, and a vendor or multiple vendors may not receive an award. Please see example below. | |||||
| Price Per Pound (ranked lowest to highest) | Total Number of Pounds Bidder Can Provide | Total Price of the Bid (price per pound X total number of pounds bidder can provide) | Name of Bidder | Running total price of contract: | Award Status |
| $6.52 | 10,000 | $65,200.00 | ABC Farms | ||
| $7.17 | 75,000 | $537,750.00 | DEF Distributing | $602,950.00 | full award |
| $7.51 | 8,000 | $60,080.00 | GHI LLC | $663,030.00 | full award |
| $8.88 | 100,000 | $888,000.00 | JKL Family Farm | $1,551,030.00 | full award |
| $9.36 | 12,000 | $112,320.00 | MNO Processing | $1,663,350.00 | full award |
| $10.04 | 150,000 | $1,506,000.00 | PQR Coop | $3,169,350.00 | partial award |
| $12.68 | 150,000 | $1,902,000.00 | STU Distributors Inc. | $5,071,350.00 | non-award |
| $15.85 | 25,000 | $396,250.00 | VWX Processers | $5,467,600.00 | non-award |
| The total price of the contract is set to not exceed $3 million, which is indicated by the red line. Based on the maximum amount of the contract and ranking the bidders by the lowest per pound price, this contract could be awarded to ABC Farms, DEF Distributing, GHI LLC, JKL Family Farm, MNO Processing, & PQR Coop. | ||
| Vendor PQR Coop could be awarded a partial award because the full award would go over the maximum for the total contract. Therefore, this vendor would get a partial award to bring the running total under $3 million. For example, they may get an award for 100,000 pounds instead of the full 150,000 pounds they bid. | ||
