About this file
This document is an Attachment B Mandatory Responsive Requirements form for a statewide business automobile insurance contract issued by the Florida Department of Management Services. The Invitation to Bid (ITB No. 25-84131503-ITB) seeks to establish a one-year State Term Contract effective October 1, 2025, covering automobile insurance for seven state agencies, including the Department of Agriculture and Consumer Services, Department of Children and Families, Department of Financial Services, Department of Health, Florida School for the Deaf and Blind, Department of Highway Safety and Motor Vehicles, and Volunteer Florida. The solicitation involves providing comprehensive automobile insurance coverage for approximately 617 vehicles across multiple Florida counties, with key procurement dates including a solicitation posting on August 26, 2025, a question submission deadline of September 2, 2025, and a bid submission deadline of September 15, 2025 at 2:00 PM.
The contract will be awarded to the responsible and responsive bidder submitting the lowest total premium, with specific vendor qualifications including holding a valid Florida insurance license, providing a dedicated contract manager, offering toll-free customer service, and ensuring claims are filed and settled in the United States. Bidders must have at least 10 years of experience in insurance placement and account management, possess a current certificate of authority to transact insurance, and provide quotation documentation from insurers with current AM Best Ratings. The approximate annual spend on the expiring business automobile insurance policy is $1,305,368, though this is not guaranteed as a minimum contract value. The procurement allows for coverage through admitted, non-admitted, reciprocal insurers, and risk management programs, with the state reserving the right to make no award if determined to be in its best interest.
