About this file

This document is the Attachment B: FY 2025 Resettlement Support Center (RSC) Objectives and Indicators Table Template, which outlines the performance objectives and indicators for RSCs that will be awarded cooperative agreements under the FY 2025 PRM Notice of Funding Opportunity for Resettlement Support Centers.

The template requires RSCs to propose at least one additional outcome-based indicator for each of the four objectives outlined, with one indicator per year related to specific focus areas. The objectives cover processing refugee applicants efficiently, maintaining program integrity, providing staff training and oversight, and ensuring professional and respectful services for refugee applicants. Key performance indicators include pre-screening rates, timeliness of assurance and travel requests, completion of RSC-owned action items, fraud reporting, staff training, and applicant satisfaction. The attached appendix provides example Service Level Agreement timelines for various RSC-owned action items. This template is intended to be used in conjunction with the related FY 2025 PRM Notice of Funding Opportunity for Resettlement Support Centers.

Attachment B: FY 2025 Resettlement Support Center (RSC) Objectives and Indicators Table Template In addition to the standardized indicators below, applicants are required to propose at least one additional outcome-based indicator for each of the four objectives below. Of the four or more additional indicators, one indicator per year must be related to a) cultural orientation, b) scheduling and coordinating medicals, c) coordinating departures with the International Organization for Migration (IOM), and d) reviewing, adapting, and/or streamlining case processing business processes to maximize RSC efficiency. Applicants may include additional objectives and indicators if they choose. In addition, the Bureau of Population, Refugees, and Migration (PRM) reserves the right to add or change indicators in consultation with applicants during final negotiations prior to award of the cooperative agreement. Please note, RSCs should make significant progress on ending outside of system processes, wherever possible, and report on their progress in quarterly reports.
