About this file

This is an Attachment B document outlining ancillary and on-demand services for the South Carolina Department of Corrections statewide grounds maintenance contract. The document establishes a list of optional services that contractors may provide, including removal and application of pine straw, weed control chemical application, mowing and debris removal in retention ponds, hedge row and ornamental tree removal, sod application, turf seeding and fertilizing, pest control chemical application, and flower bed weeding with plant replenishment. These ancillary services will not factor into the award decision, but contractors must include this attachment with their proposals. Work authorization requires written email approval from the Field Facility Manager along with an applicable purchase order before services commence.

Ancillary services are to be priced at hourly rates or job rates, with contractors required to provide expected completion times and quotes that include any necessary material costs, which are capped at cost plus 10 percent subject to SCDPS audit rights. The agency reserves the right to purchase supplies for ancillary services except for weed control chemicals, which remain the contractor's responsibility. All chemical products, including weed control and pest control applications, must comply with applicable state and federal laws, and vendor employees must maintain current certifications and appropriate personal protective equipment as required. The contractor bears responsibility for ensuring adherence to all chemical safety and regulatory standards.

Materials pricing should not be more than cost + 10% (SCDPS reserves the right to audit expenditure receipts for materials).

Work is not to be completed until written (emailed) approval is received from the Field Facility Manager, along with the applicable PO for supporting the payment of ancillary services rendered. SCDPS and/or the Field Maintenance Manager reserve the right to purchase supplies for ancillary services requiring such, with the exception of weed control chemicals.
