About this file

This is Amendment 01 to a solicitation for statewide grounds maintenance services issued by the South Carolina Department of Public Safety (SCDPS). The solicitation requests proposals for grounds maintenance across multiple locations, with contractors able to bid on individual lots rather than being required to bid on all locations. Award will be made by individual lot, with lots 9-11 (which had an estimated start date of July 1, 2022) deleted from this amendment pending facility completion and operational status. Questions from offerors must be received by April 12, 2021 at 2:00 PM, with offers due by April 29, 2021 at 2:00 PM through online submission at www.procurement.sc.gov. The award decision is scheduled for May 14, 2021. Bidders are instructed to base pricing on provided specifications including acreage, number of buildings, and landscaping requirements. The amendment clarifies that "no landscaping" lots require only grass cutting services without bushes or flowers.

The solicitation requires offerors to submit signed copies of the cover page and acknowledge receipt of amendments. Offerors must identify their entity type, provide home office, notice, payment, and order addresses, and register for a South Carolina vendor number. South Carolina preferences for in-state vendors, resident contractors, and resident subcontractors apply by line item and must be properly claimed and certified. Offerors must hold their offers open for a minimum of thirty calendar days after the opening date. The procurement officer is Catherine Sprowls, reachable at 803-896-9672 or catherinesprowls@scdps.gov, with mailing address at SC Department of Public Safety, Attention: Procurement Office, PO Box 1993, Blythewood, SC 29016.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

AMENDMENT 01 5400020981

AMENDMENTS TO SOLICITATION (JANUARY 2006): (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov. (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.

QUESTIONS FROM OFFERORS - AMENDMENT (MODIFIED) THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTIONAND- ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO

NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES.

Question 1:

Lots 9-11 have estimated start dates of 07/01/2022. At the time of our bid submission, we are unable to view the finished products and completed facilities. Should we base our pricing on the provided specifications only which include amount of acreage, number of buildings and amount of landscaping? Is there any other information available to us that would help us more accurately figure our bids such as drawings, site maps or property dimensions?

State’s Response: Lots 9-11 have been deleted from this solicitation. SCDPS will solicit proposals for these sites at a later date; when they are open and operational.

Question 2:

I was wondering if we had to bid on all locations or if we could bid only on certain locations?

State’s Response: Contractors may bid on certain locations. Contractors are not required to bid on all locations to receive an award for this solicitation. Award will be made by individual lot.

Question 3:

What does it mean when the Lot says no landscaping, but there is grass?

State’s Response: That means no bushes, flowers, etc. Only grass is required to be cut.
