About this file
Attachment B is a scope of work document for chiller maintenance and repair services contracted by the Medical University of South Carolina (MUSC). The document specifies requirements for rodding (tube brushing) and eddy current testing of condenser and evaporator tubes on multiple chiller units. All condenser tubes must be rodded annually, while evaporator tube rodding follows a three-year rotation schedule beginning in year two of the contract, with eddy current testing following an identical staggered schedule. The contractor must complete 100 percent of tube analysis for both rodding and eddy current testing on designated units, with all eddy current testing completed by March 1st annually. A technician holding current Level 2 eddy current certification must perform testing. The contractor is responsible for providing safety data sheets one week prior to service commencement, performing lock-out/tag-out procedures, cordoning work areas, and obtaining photographic documentation of tubes before and after cleaning.
The contractor must submit comprehensive written reports electronically within five business days of completing services for each unit to designated MUSC personnel. Reports must include test site identification, chiller specifications, tube counts, calibration data, defect identification with signal amplitude and depth measurements, tube sheet diagrams with marked defects, and recommendations for corrective action. All work requires coordination with MUSC Facilities HVAC personnel, who retain authority to dictate which units are tested and approve service schedules. The contractor is responsible for pressurizing chiller barrels to test for water leaks, running individual units to verify proper operation with MUSC personnel assistance, and properly disposing of all waste materials and chemicals generated during service delivery. MUSC personnel will shut down units and confirm chiller selection; contractors are prohibited from performing unit shutdowns.

Attachment B: Rodding and Eddy Current Testing
· Rodding (Tube Brushing):
Use rotary brush tube cleaning system unless manufacturer specifies alternate method. Equipment and brushes used shall meet manufacturers requirements. Brushes used on rifled tubes shall be tapered nylon of proper size according to tube diameter being cleaned.
· Contractor shall brush 100% of the condenser and evaporator tubes on each chiller.
· Eddy Current Testing:
Analysis of condenser and evaporator tubes shall be 100% of the total tubes in the system. Contractor must brush tubes before performing Eddy Current test. Technician performing Eddy current test must hold a current level 2 certification.
Record all pertinent data regarding test equipment used in the performance of Eddy Current testing, on a per chiller, per event basis. Recording of anomalies/conditions shall be in accordance with Eddy Current testing standards. All Eddy Current testing shall require signature by both MUSC HVAC technician and Eddy Current testing technician.
Procedure:
Contractor shall perform the following functions to perform required tube cleaning and Eddy Current testing:
· Contractor shall provide all safety data sheets one (1) week prior to commencement of services. All potentially hazardous products must be approved my MUSC personnel prior to arriving on campus.
· Contractor shall not commence work until all equipment and parts are on site and at the location of the designated chiller.
· MUSC HVAC personnel will confirm which chiller will be serviced and shut down the unit. Contractor will not shut down units.
· Contractor shall properly perform lock-out/tag-out to ensure all potential energy sources are secure.
· Contractor shall cordon off the working area.
· Contractor shall drop the heads on the condensers and evaporators.
· Contractor shall isolate and drain barrels.
· Contractor shall provide pictures of the tubes before and after cleaning.
· Contractor shall perform Eddy Current test on all tubes.
· Contractor shall close chiller ends.
· Contractor shall pressurize chiller barrels to test for water leaks.
· Contractor shall run each individual chiller to test for proper operation of equipment. This action must be completed with approval and assistance from MUSC HVAC personnel.
· Contractor shall clean and dispose of trash, chemicals and any other waste produced while conducting services listed.
Report Submittal:
Contractor shall supply a report documenting services provided. The written report shall include as a minimum:
· Test site identification information.
· Chiller Manufacturer serial and model number
· Site specific chiller identification i.e., “Chiller #1”
· Chiller tube specifications
· Chiller tube count Evaporator and Condenser
· Test summary report including calibration tube specifications and drawings of artificial defects.
· Indication details including defect indication signal amplitude and depth.
· Tube sheet diagram(s) with defects identified as a symbol and analyzed depth.
· Support distances
· Recommendations for corrective action.
Reports shall be submitted electronically to zembrodg@musc.edu, longmat@musc.edu and whiteda@musc.edu upon completion. Reports for each unit are due no later than 5 business days after completion of services for that unit.
Scheduling:
Contractor shall coordinate with the MUSC Facilities HVAC shop to perform all services. MUSC facilities serves patient care and laboratory environments. All actions pertaining to the function of a chiller must be approved by an MUSC HVAC technician. All Rodding and Eddy Current testing for the season must be completed by March 1st of each year.
Rodding (Tube Brushing):
Condenser Tubes: Each year, condenser tubes shall be rodded.
Evaporator Tubes: One third (1/3) of the units shall be rodded starting year 2 of the contract. One third (1/3) of the units shall be completed starting year 3 of the contract. One third (1/3) of the units shall be completed starting year 4 of the contract. The original (1/3) completed in year 2 shall be rodded in year 5 of the contract. MUSC shall dictate the units to be tested and approve the schedule.
Eddy Current: One third (1/3) of the units shall be completed starting year 2 of the contract. One third (1/3) of the units shall be completed starting year 3 of the contract. One third (1/3) of the units shall be completed starting year 4 of the contract. The original (1/3) completed in year 2 shall be tested in year 5 of the contract. MUSC shall dictate the units to be tested and approve the schedule.
