About this file

This is Amendment 1 to a solicitation issued by the Medical University of South Carolina (MUSC) for chiller maintenance and repair services. The solicitation requests comprehensive maintenance and repair services for multiple water-cooled chillers and associated equipment, including units without variable frequency drives (VFDs) at various facilities (MRE #5 Trane, IOP #1 York, RT #3 Trane, and QF 1&2 Trane). A non-mandatory pre-proposal conference and site visit will be held on March 21, 2024, at 10:00 AM at 97 Jonathan Lucas, Conference PG 203A, Charleston, SC 29425. Questions from offerors must be received by March 21, 2024, at 4:00 PM EST. Offers must be submitted electronically by April 22, 2024, at 11:00 AM EST, with award posting scheduled for May 10, 2024. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of both documents marked as "Redacted" unless otherwise exempted. The offer must remain open for a minimum of 60 calendar days after the opening date.

The amendment addresses six questions and answers clarifying contract requirements, including that MUSC does not currently possess a recent chiller condition report, that VFD maintenance must be performed by OEM-certified personnel specific to the manufacturer's equipment, and that tube brushing and eddy current services are required as part of the base contract scope with separate pricing required. Additionally, contractors must perform refrigerant monitor alarm tests according to manufacturer recommendations and government regulations, and calibrate all refrigerant monitors annually per OEM standards. Offerors must acknowledge receipt of amendments by signing and returning the amendment, identifying the amendment number and date on page two of the solicitation, or submitting a bid indicating receipt. Submissions should be made through the South Carolina procurement website at www.procurement.sc.gov, with all procurement and contract-related notices directed to Andy Champion, the procurement officer, at champiow@musc.edu or 843-792-1300.
