About this file

This document is an Attachment B detailing the Criteria for Awarding Points for a Proposal Scoring Rubric for what appears to be an Exhibit Design and Fabrication Services project. The scoring rubric evaluates proposals across several key areas, including past performance and experience (18 points), understanding of project requirements (12 points), organization and management plan (5 points), and key personnel qualifications (5 points). The total technical proposal score is 40 points, with an additional 30 points allocated to the cost proposal, creating a combined possible score of 70 points.

The proposal evaluation includes specific incentive and preference points for Disabled Veteran Business Enterprises (DVBE) and Small Businesses (SB), which can provide additional scoring advantages. The cost proposal will be scored competitively, with the lowest cost proposal receiving the full 30 points, and other proposals calculated proportionally. Proposers can gain additional points by demonstrating DVBE participation (with incentive percentages ranging from 1-5% based on participation level) or by subcontracting at least 25% of work to certified Small/Minority Businesses, which can earn a 5% bidding preference.
