Attachment (b) Addendum to FAR52.212-1

Title: Joint Region Marianas (JRM) Chief Information Office (CIO) Milestone Secondary Cluster

Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items (SEP 2023)

Quoter / Offeror shall submit the following in order to be considered for award:

(b) Submission of Offers: Offeror shall be submitted by the due date and time provided on the SF1449 block 8. Technical and quotes shall be electronically submitted to the Contract Specialists identified in Contract Opportunities for this combined synopsis/solicitation. Hand delivery, postal mail, express mail, or fax submissions will not be accepted.

One (1) electronic copy shall be submitted as follows:

Completed Offer Form (Standard Form 1449) – original signature and date Completed copy of representations and certifications at FAR 52.212-3

The technical proposal shall address each factor in 52.212-2 and clearly demonstrate which factor is addressed:

Factor 1: Technical Capability-o The offeror shall demonstrate the ability to deliver CompTIA SecurityX training, including alignment with the latest CompTIA SecurityX certification standards.

o The offeror shall demonstrate the qualifications, certifications, and experience of proposed instructors.

o Proposed training schedule and flexibility to meet the Government’s operational requirements.

Factor 2: Price

(c) Period of Acceptance of Offers. Quotes shall remain valid a minimum of 120 days from the date specified for receipt of offers.

(g) Contract Award: The Government intends to evaluate offers and award a contract with discussions.

Therefore, each offer should contain the offeror’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if determined to be in the Government’s best interest.

Pre-Quotation Conference: N/A. No pre-quotation conference is planned

Emails in excess of 10 MB will not be received. Quoters are reminded to be cognizant of the size of any attachments and the size of any email that approaches the limit. An email that is less than 10 MB in size does not guarantee it will be received.

The Contract Specialist will confirm receipt of all quotations within two business days. If the Contract Specialist does not confirm receipt, the quotation has not been received.

If a confirmation of receipt has not been received or the quotation is submitted less than two business days prior to the due date and time for receipt of quotations, it is incumbent upon the quoter to follow up with the Contract Specialist via email and telephone to confirm receipt.
