About this file

This document is a Waterfront Facilities Inspections & Assessments Report for the Q47 Fishing Pier located at Norfolk Naval Station in Norfolk, Virginia. The inspection was conducted by Collins Engineers, Inc. under Contract N62583-12-D-0749 on July 15, 2013, with the report generated on May 3, 2014. The facility serves as part of the Naval Station's Morale, Welfare and Recreation program and is accessible to pedestrians only.

The Q47 Fishing Pier has an overall condition index of 75 (satisfactory) with projected five-year and ten-year condition indices of 74 and 73 respectively, indicating gradual deterioration. The estimated repair cost is $11,187 including design allowances, contractor overhead and profit, and inflation allowances. Key findings identify three primary repair recommendations: (1) repair of concrete cracking along the bottom of double tee beams, where cracking ranges from 1/8 inch to 1/2 inch wide and has exposed prestressing strands to the corrosive marine environment; (2) cleaning and recoating of the steel roof protective canopy where coating failure and minor corrosion affect 5 percent of surface areas; and (3) replacement of five failed support brackets for the waterline between Bents 0 and 1, where the line currently sags up to 2 feet and is secured with makeshift rope supports. If repairs are not made, deterioration will accelerate on the structural beams, steel roof members will continue corroding, and fresh water supply to the pier will be interrupted. The facility has no current operational restrictions. Most structural components including pile foundations, pile caps, columns, handrails, and life rings are in good condition requiring no repairs at this time.
