About this file

This is an Executable Scope document for a federal construction contract issued by NAVFAC Mid-Atlantic for the complete demolition of the NSN Q-47 Fishing Pier located at Naval Station Norfolk, Virginia. The project (eProjects Work Order No. 1845225) was prepared by the Resident Officer in Charge of Construction (ROICC) and approved on January 15, 2026. The contracting officer is Natalie Augsburger, and the project point of contact is Jimmy Abad. The customer is CNIC N4 – Installation ST, with funding managed by Hai Huynh.

The contractor must provide complete supervision, labor, material, and equipment for demolition and site restoration work. Structural demolition includes removal of utility supports, pier head canopy structure, railings, precast double-tee decking, and six electricity concrete poles; demolition of beams, pile caps, and bents; and demolition of 18 precast concrete piles (16-inch square) cut to a minimum of two feet below mudline. Electrical demolition consists of removing two 1-1/2-inch conduits and associated conductors from the existing panel and turning off specified breakers. Additional requirements include disconnecting all utility lines (electrical and potable water), demolishing the entire water line to the source, and demolishing the informational shelter. Site restoration requires grading and backfilling disturbed areas and stabilizing the impacted shoreline. All work must comply with standard industry practices, applicable federal, state, and local codes, the Unified Facilities Criteria, and the U.S. Army Corps of Engineers Safety Health Requirements Manual EM-385-1-1. Work must be performed during regular government working hours (8.5-hour periods, Monday through Friday, excluding holidays), and all demolished material must be disposed of off-base with daily site cleanup required. Pre-construction submittals include a demolition plan, equipment list, work schedule, waste tracking log, and site restoration verification report.

Approach portion is 276 ft (+/-) long by 10 ft wide. Main pier head is 40 ft (+/-) long by 40 ft (+/-) wide that includes canopy gazebo of 19 ft 6 in x19 ft 6 in area. This project outlines the requirements for the complete demolition of the fishing pier and the removal of the existing reinforced concrete pier superstructure, substructure, piles, associated utilities, and restoration of the project site in accordance with contract specifications, applicable Navy regulations, and federal, state and local requirements.
