About this file
This is a Specification document for Building 592 renovations at the Naval Foundry and Propeller Center (NFPC) in Philadelphia, Pennsylvania, under NAVFAC Contract No. N40085-24-D-0009. The project encompasses multiple scope items including replacement of the building substation and electrical distribution system; HVAC and dust exhaust system upgrades in the mezzanine pattern shop; installation of new crane access ladders and platforms; replacement of the lighting system and associated controls; renovation of the mezzanine lunch/break room with new HVAC equipment, wallboard, finishes, and furniture/fixtures/equipment (FF&E); renovation of the mezzanine pattern shop office with similar systems and finishes; build-out of second floor printer/office spaces and restrooms; and repair of the mezzanine floor with structural framing and decking to infill an existing opening. The contract is set aside for MACC Group's $249 million 8(a) IDIQ vehicle (N4008526D0074-0083). Work must be performed during standard working hours of 8.5 hours between 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding government holidays, with specific restrictions for concrete repairs in Building 20 requiring second-shift work between 3:30 p.m. and 12:00 a.m.
The specification establishes comprehensive administrative and scheduling requirements, including submission of a cost-loaded Network Analysis Schedule (NAS) within 30 days of award, a Baseline NAS as a condition precedent to starting demolition or construction work and processing invoices, and monthly schedule updates within the first 10 days of each month. The contractor must provide an Earned Value Report derived from the cost-loaded NAS for payment processing, with all overhead and profit proportionately spread across pay items. A designated project scheduler must be submitted for approval within 30 days of award. All personnel must be U.S. citizens performing general construction and finish work. Contractor must submit a Preliminary Scheduling Meeting discussion, preconstruction submittals package, weekly three-week look-ahead schedules, and maintain all project documentation through the eCMS (Electronic Construction and Facility Support Contract Management System). Key submittals requiring government approval include the Baseline NAS, designated project scheduler, and numerous construction-phase items. The contractor must maintain insurance coverage as required by FAR 28.307-2, provide a qualified superintendent with minimum 10 years construction experience and 5 years as superintendent on similar projects, and comply with EM 385-1-1 safety requirements. Final payment is contingent upon submission of an as-built schedule, contractor's final release, and required certifications.

Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices, and extended prices. Indirect activities (e.g., meetings, presentations, submittals, surveys, haul road or storage yard maintenance, dust control, security) will not be cost loaded. Evenly distribute the costs across the associated construction activities. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Earned Value Report from the cost-loaded NAS has been submitted to and accepted by the Contracting Officer. For design phase progress payment(s), the Schedule of Prices or Earned Value Report from the Cost Loaded CPM must include detailed design
SECTION 01 20 00 Page 1 activities and general (summarized) approach for the construction phase(s) of the project. b. Supporting Facilities Cost Breakdown:
Defined as site work, including incidental work, outside the 5 foot line.
1.4 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.
1.5 CONTRACT MODIFICATIONS
In conjunction with the Contract Clause DFARS 252.236-7000 Modification Proposals-Price Breakdown, and where actual ownership and operating costs of construction equipment cannot be determined from Contractor accounting records, base equipment use rates upon the applicable provisions of the
