About this file
The file is an Attachment B-1 Bid Form for RFP 8458 PR issued by the Orlando Utilities Commission (OUC) for gas yard maintenance services at the Stanton Energy Center and Osceola Generating Station in Florida. The Request for Proposal requires contractors to perform comprehensive maintenance on natural gas facilities, including above-grade piping, filter separators, regulator valves, condensate drain tanks, and manual valves. The contract term is three years with an optional two-year renewal, with proposals due by June 3, 2025 at 2:00 PM EST, and a mandatory pre-response conference scheduled for May 15, 2025. Bidders must have at least 5 years of experience, be properly licensed in Florida, and have staff available for emergency calls.
The pricing structure is based on a time and materials approach, with unit pricing remaining firm for the initial three-year contract period. The bid form includes detailed pricing for monthly and annual maintenance activities such as facility maintenance, cathodic protection testing, atmospheric corrosion inspection, grounding system checks, leak surveys, and regulatory record maintenance. The solicitation includes an 8% Minority/Women Business Enterprises (M/WBE) goal, requiring bidders to indicate the percentage of work to be subcontracted with M/WBE vendors. No bid or performance bonds are required, and OUC reserves the right to negotiate with responsive and responsible bidders. Evaluation criteria will encompass vendor qualifications, experience, safety programs, financial soundness, and pricing, with bidders expected to provide comprehensive documentation including licensing, financial statements, Dun & Bradstreet numbers, OSHA incident rates, and worker's compensation modification ratings.
