About this file

This is a Statement of Work (SOW) for weld inspection services at Brookhaven National Laboratory, managed by Brookhaven Science Associates for the U.S. Department of Energy. The contractor must perform visual inspections and phased array ultrasonic testing of welds on aging infrastructure, including steam distribution piping and chilled water facilities. Work is divided into two categories: inspections in non-confined spaces (mechanical rooms, utility corridors, pipe galleries, equipment yards) and confined spaces (manholes, vaults, crawl spaces, utility pits). For both location types, the contractor must coordinate with the BSA Work Control Coordinator, obtain work permits and Job Hazard Assessments, and complete visual examinations, phased array ultrasonic testing (PAUT), shear wave ultrasonic testing, and magnetic particle testing as requested. All work must comply with ASME Boiler and Pressure Vessel Code Section V standards and applicable OSHA requirements.

The contractor must deliver complete inspection reports for each weld within five business days in PDF format, documenting procedure identification, inspection date/time, component identification with photos, examiner credentials, equipment specifications, calibration data, technical parameters, indication data, evaluations per applicable codes, disposition (accept/reject/rework), and signatures from the examiner and Level III reviewer. Inspector qualification requirements include Level II minimum certification in ultrasonic testing with documented PAUT-specific training per ASNT SNT-TC-1A and ASNT CP-189 standards, with an NDE Level III reviewer to approve procedures and sign reports. Personnel must complete training within 30 days of contract award in asbestos awareness, confined space entry, fall protection, and four-gas meter operation, obtain contractor access badges, and complete annual Contractor Vendor Orientation. Inspectors must be located within 50 miles of Brookhaven National Laboratory and respond to inspection requests within two business days. All work occurs during normal business hours (Monday–Friday, 8:00 a.m.–4:30 p.m.) and requires compliance with BNL safety protocols and personal protective equipment requirements.

STATEMENT OF WORK

Revision 1 -- July 15, 2026

I. TITLE: WELD INSPECTIONS

II. BACKGROUND

Brookhaven National Laboratory (BNL) is home to an extensive network of aging infrastructure including: a central steam facility, and a central chilled water facility each with a vast network of distribution piping. Brookhaven Science Associates (BSA) is under contract to operate and maintain this mission critical infrastructure. Due to the age of the equipment distribution piping fails from time to time resulting in the need for repairs that including welding.

BSA is seeking to hire a qualified vendor to inspect welds on an as-needed basis to inspect and document the quality of welds on this mission critical infrastructure.

III. SCOPE OF WORK

Under this Scope of Work (SOW), Brookhaven Science Associates (BSA) will contract with a firm employing qualified welding inspectors, as identified in the quality assurance section below, to perform visual inspections, and phased array ultrasonic testing of identified welds.

Welds may be present in one of two location typologies, confined spaces and non-confined space. This statement considers weld inspections in confined space and out of confined space as uniquely different due to the additional trainings, attendant, and equipment requirements, outlined below, required for confined space entry at BNL.

All work will be performed in accordance with this SOW and BSA safety requirements.

Work is expected to be performed during normal BNL working hours: Monday through Friday, 8:00 a.m. to 4:30 p.m. Work will not be permitted on nights, weekends, or holidays without prior written approval from the authorized BSA Technical Representative(s).
