About this file

This is a technical specifications document from the Oregon Parks and Recreation Department for the Sitka Sedge State Natural Area Residence Renovation project (Project #037451, Contract #10667-2) dated July 2024. The project involves renovating and adding approximately 500 square feet to an historic single-family residence at Cape Lookout State Park, including a primary bedroom, family room, mudroom, and dining area. The renovation includes space reconfiguration of the kitchen, bathroom, stair, and secondary bedroom, along with site work, selective demolition, concrete work, framing, carpentry, weather barriers, insulation, roofing, siding, exterior openings, partitions, and interior finishes. The project also includes plumbing system modifications, new mechanical equipment, and electrical/telecommunications system upgrades.

The project includes several bid alternates including replacing metal roofing on the existing building, adding an accessible exterior walkway, changing tub/shower surrounds from tile to fiberglass, using painted wood instead of wood veneer cabinets, using plastic laminate instead of quartz countertops, and alternate HVAC options. The contractor must provide temporary facilities, follow strict environmental controls, and comply with historic preservation requirements as the building is eligible for the National Register of Historic Places. Unit pricing is required for certain items like excavation, rock removal, backfill and landscape seeding. The contractor must also coordinate with an archaeological monitor for any subsurface work due to potential cultural resources at the site.

3. Submit RFI’s on form provided by Project Manager.

4. Number RFI's sequentially; include date submitted.

5. Identify Project, pertinent Plan sheet, detail number, and Specification

Section.

6. Specifically identify time response information as required to avoid impact on construction schedule or cost. Project Manager will endeavor to respond to proper RFI’s within 7-Days, if possible.

B. RFI’s shall include written and graphic solutions proposed by Contractor. Project Manager will determine if Contractor’s proposal is in accordance with Contract Documents and design intent of Project.

1. Contractor's failure to make a reasonable effort to propose realistic solution may result in RFI's being returned with no action.

2. RFI's that request information that is clearly shown in the Contract

Documents will be considered frivolous/improper and will be returned with no action.

Section 01028 - 2

MODIFICATION PROCEDURES

C. Maintain current and accurate RFI Log.

1.03 PROPOSAL REQUEST

1. Provide quotations for extra Work or changes in Work when requested by the Project Manager, on a PR form to be provided by the Project Manager.

2. Provide a detailed itemization of the costs to the degree necessary for evaluation by the Project Manager. Indicate if a change to the Contract Period is warranted.

B. Maintain current and accurate Proposal Request log.

C. Issuance of a PR is not an authorization to proceed with extra or changed Work until fully executed by Owner and Contractor. Do not proceed with the Work indicated in the PR until the Project Manager provides a fully-executed copy. A CO will be processed to include approved Proposal Requests.

SUBMITTALS PROCEDURE

SECTION 01300 – SUBMITTALS PROCEDURE

A. This section specifies procedures for the technical submittals required in the Plans and Specifications.

1. The Contractor is responsible for making technical submittals as called for in the Plans and individual Specification Sections. The Contractor shall develop a submittal list within 14 Days after being issued the Notice To Proceed for Owner to review and approve. Contractor shall modify the submittal list as requested by Owner until approved.

2. During construction, if the Contractor installs products or materials which are not in conformance with the Plans and Specifications, that are not approved by the Owner through the submittal process, the Contractor will be required to remove such products or materials and replace with the specified product or material at no additional cost to the Owner.

B. Submittals shall contain information that will enable the Project Manager to assess whether the Contractor’s proposed materials, equipment or methods of work are in general conformance to the design intent and in compliance with the Plans and Specifications. The information may consist of drawings, specifications, descriptive data, certificates, samples, test results and/or other information, as required in the individual Specification Sections and Plans.

1.02 CONTRACTOR RESPONSIBILITIES

A. Prior to submittal transmittal to the Project Manager,

1. Ensure the accuracy and completeness of the information contained in each submittal and that the material, equipment or method of work is as described in the submittal.

2. Ensure information is legible by the Owner. Faxed submittals are NOT acceptable.

3. Ensure that the information is transmitted and approved by Owner and as follows:

a. Prior to purchasing/leasing/ordering/installing

b. Early enough to allow a 7-day review period by the Owner, and to meet the construction schedule.

4. Verify the material and equipment described in each submittal conforms to the requirements of the Specifications and Plans.

Section 01300 - 2

6. Notify the Project Manager in each case where such submittal may affect the Work of another contractor or Owner.

NOTE: SUBMITTALS MAY BE MADE ELECTRONICALLY VIA EMAIL WITH

PDF ATTACHMENT(S) AS APPROVED BY PROJECT MANAGER.

2. Use a Submittal/Transmittal Form for material and equipment submittals.

Use a separate form for items specified in separate, discrete sections for which the submittal is required. Use a single form for submittals for various items when the items taken together constitute a manufacturer’s package, or are related such that expediency indicates review of the package as a whole.

3. Note the unique sequentially assigned number that will accompany each item submitted, on the transmittal form. Original submittal numbers shall have the format: “XXX”; where “XXX” is the sequential number assigned by the Contractor. Resubmittals shall have the format: “XXX-Y”; where “XXX” is the originally assigned submittal number and “Y” is a sequential letter assigned for resubmittals, i.e., A, B or C being the 1st, 2nd and 3rd resubmittals, respectively.

D. Project Manager reserves the right to ask for submittals not referenced in this document.

3.02 REVIEW PROCEDURE

A. The Project Manager will review the submittal and return it to the Contractor.

The returned material will consist of one (1) marked-up copy of the submittal.

The returned submittal will indicate one of the following actions:

1. If the review indicates the material, equipment or work method is in general conformance with the Plans/Specifications, the submittal copies shall be marked “Approved.” In this event, the Contractor may begin to incorporate the material/equipment/work method covered in the submittal.

2. If the review indicates the submittal is insufficient or that limited corrections are required, the submittal copies may be marked “Approved as Noted.” The Contractor may begin to implement the work method or incorporate materials/comments covered in the submittal in accordance with the corrections/comments noted.

3. If the review reveals the submittal is insufficient or contains incorrect data and the comments require revision and resubmittal, the submittal copies shall be marked “Not Approved, Resubmit.” In this case, the Contractor shall not undertake Work covered by this submittal until the submittal has been revised, resubmitted and returned to the Contractor with a marking of “Approved” or “Approved as Noted.”

4. If the review reveals the material, equipment, or Work does not require submittal, then the submitted copies shall be marked “Review Not Required Per Contract Documents.” In this event, the Contractor may begin to incorporate the material/equipment/Work covered by the submittal and no further action is required.

3.03 EFFECT OF REVIEW OF CONTRACTOR’S SUBMITTALS

A. Submittal review of what the Contractor proposes to provide shall not relieve the Contractor of his responsibility for errors therein, nor shall it be regarded as an assumption of risks or liability by the Owner, or by any officer or employee of the Owner. Contractor shall have no claim under the Contract on account of the failure, or partial failure, of the method of work, material or equipment so reviewed. A mark of “Approved” or “Approved as Noted” shall mean the Project Manager has no objection to the Contractor, upon the Contractor’s own responsibility, using the plan or method of work proposed, or providing the materials or equipment proposed.
