All services must comply with OSHA 29 CFR 1910.95 and 1910.134, applicable ANSI standards, and federal, state, and local safety and environmental regulations. The performance date is March 18, 2026, or another pre-coordinated date. GLS will provide site access, a designated room for paperwork and briefings, and employee coordination support.

Statement of Work (SOW) Hearing and Respirator Fit TesƟng

1. Background InformaƟon:

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporaƟon within the U.S. Department of TransportaƟon. GLS operates and maintains the U.S. porƟon of the St. Lawrence Seaway between Lake Ontario and Montreal, Quebec.

2. Misson / Purpose:

GLS requires annual occupaƟonal hearing assessments for employees working in designated high-noise environments to ensure compliance with OSHA’s Hearing

ConservaƟon Program and to support employee health and safety.

In addiƟon, GLS requires contractor support to perform on-site respirator fit tesƟng for employees who are required to wear Ɵght-fiƫng respirators as part of their assigned duƟes. Fit tesƟng shall include both qualitaƟve (QLFT) and quanƟtaƟve (QNFT) methods, as applicable.

3. Scope:

The contractor shall provide professional, on-site occupaƟonal health services, including audiometric tesƟng and respirator fit tesƟng, at a GLS-designated facility.

Hearing tesƟng services shall be provided for seventy-five (75) or more employees and shall include audiometric examinaƟons, required documentaƟon, and reporƟng in compliance with federal, state, and industry regulaƟons.

Respirator fit tesƟng services shall be provided for fiŌy (50) or more employees. The contractor shall furnish all personnel, equipment, materials, and experƟse necessary to perform qualitaƟve and quanƟtaƟve respirator fit tesƟng in accordance with OSHA 29 CFR 1910.134, applicable ANSI standards, and GLS’s Respiratory ProtecƟon Program.

4. Performance Requirements:

A. Hearing TesƟng

The Contractor shall:

- Provide qualified, certified audiologists or technicians operating under a licensed audiologist or physician.

- Supply all equipment necessary to complete on-site audiometric testing.

- Ensure all equipment meets OSHA and ANSI calibration and certification requirements.

- Provide immediate test results to each employee, including explanaƟon of findings.

- Provide recommendaƟons for follow-up evaluaƟons when necessary.

- Submit a summary report to the ContracƟng Officer’s RepresentaƟve (COR) within 10 business days including:

o List of all employees tested o Individual audiograms o IdenƟficaƟon of any Standard Threshold ShiŌs (STS) or abnormal results o Any relevant environmental or procedural observaƟons

B. Respirator Fit TesƟng

The Contractor shall:

- Provide trained and competent personnel experienced in both qualitaƟve and quanƟtaƟve fit tesƟng procedures.

- Supply all required tesƟng equipment, calibraƟon documentaƟon, fit test kits, probes, adapters, chemicals, and disinfectants.

QualitaƟve Fit TesƟng (QLFT):

Using OSHA-approved protocols (e.g., saccharin, Bitrex, isoamyl acetate, irritant smoke), the Contractor shall:

- Evaluate the employee’s ability to detect the test agent.

- Conduct required test exercises (normal breathing, deep breathing, talking, bending, etc.).

- Document pass/fail results.

QuanƟtaƟve Fit TesƟng (QNFT):

Using an OSHA-approved instrument (e.g., PortaCount or equivalent), the Contractor shall:

- Set up sampling adapters and probes on employee respirators.

- Perform test exercises per regulatory requirements.

- Record and report the Fit Factor for each employee tested.

All services shall be performed in a professional, efficient, and minimally disrupƟve manner.

5. Applicable standards:

OSHA 29 CFR 1910.95 – Occupational Noise Exposure

OSHA 29 CFR 1910.134 – Respiratory ProtecƟon

6. Government Furnished Property or Services:

GLS will provide site access, a designated room for employee paperwork and briefings, and coordinaƟon with employees to support scheduling and tesƟng.

7. Period of Performance

TesƟng shall be conducted on March 18, 2026, or on another date as pre-coordinated with the ContracƟng Officer’s RepresentaƟve (COR).

Place of Performance The contractor will be required to perform services at GLS Maintenance Base located at 251 Fregoe Road, Massena, NY 13662.

8. Safety and Environmental Requirements:

The Contractor shall comply with all applicable federal, state, and local safety and environmental regulaƟons while performing services under this requirement.
