The contractor must supply qualified audiologists or technicians, all testing equipment meeting OSHA and ANSI certification requirements, fit test kits, probes, adapters, chemicals, disinfectants, and deploy a mobile clinical unit. Medical clearance forms compliant with OSHA 29 CFR 1910.134 must be provided same-day, and the respirator fit test summary is due within 10 business days. GLS will provide site access, a designated room for paperwork and briefings, and employee coordination support.

Statement of Work (SOW) Hearing and Respirator Fit Testing
1. Background Information:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation. GLS operates and maintains the U.S. portion of the St. Lawrence Seaway between Lake Ontario and Montreal, Quebec.
2. Misson / Purpose:
GLS requires annual occupational hearing assessments for employees working in designated high-noise environments to ensure compliance with OSHA’s Hearing
Conservation Program and to support employee health and safety.
In addition, GLS requires contractor support to perform on-site respirator fit testing for employees who are required to wear tight-fitting respirators as part of their assigned duties. Fit testing shall include both qualitative (QLFT) and quantitative (QNFT) methods, as applicable.
3. Scope:
The contractor shall provide professional, on-site occupational health services, including audiometric testing and respirator fit testing, at a GLS-designated facility. The awarded vendor should intend on deploying a mobile clinical unit to support testing. GLS will provide a designated room for employee paperwork and briefings, and coordination with employees to support scheduling and testing.
Hearing testing services shall be provided for seventy-five (75) or more employees and shall include audiometric examinations, required documentation, and reporting in compliance with federal, state, and industry regulations.
Respirator fit testing services shall be provided for fifty (50) or more employees. The contractor shall furnish all personnel, equipment, materials, and expertise necessary to perform qualitative and quantitative respirator fit testing in accordance with OSHA 29 CFR 1910.134, applicable ANSI standards, and GLS’s Respiratory Protection Program.
The awarded vendor shall plan to facilitate valid medical clearances in accordance with
OSHA 29 CFR 1910.134
4. Performance Requirements:
A. Hearing Testing
The Contractor shall:
- Provide qualified, certified audiologists or technicians operating under a licensed audiologist or physician.
- Supply all equipment necessary to complete on-site audiometric testing.
- Ensure all equipment meets OSHA and ANSI calibration and certification requirements.
- Provide immediate test results to each employee, including explanation of findings.
- Provide recommendations for follow-up evaluations when necessary.
- Submit a summary report to the Contracting Officer’s Representative (COR) within 10 business days including:
o List of all employees tested o Individual audiograms o Identification of any Standard Threshold Shifts (STS) or abnormal results o Any relevant environmental or procedural observations
B. Respirator Fit Testing
The Contractor shall:
- Provide trained and competent personnel experienced in both qualitative and quantitative fit testing procedures.
- Supply all required testing equipment, calibration documentation, fit test kits, probes, adapters, chemicals, and disinfectants.
- All employees will receive qualitative fit testing. Employees that fail will receive quantitative fit testing. Based on historical testing we anticipate roughly 10 employees to receive quantitative fit testing.
Qualitative Fit Testing (QLFT):
Using OSHA-approved protocols (e.g., saccharin, Bitrex, isoamyl acetate, irritant smoke), the Contractor shall:
- Evaluate the employee’s ability to detect the test agent.
- Conduct required test exercises (normal breathing, deep breathing, talking, bending, etc.).
- Document pass/fail results.
Quantitative Fit Testing (QNFT):
Using an OSHA-approved instrument (e.g., PortaCount or equivalent), the Contractor shall:
- Set up sampling adapters and probes on employee respirators.
- Perform test exercises per regulatory requirements.
- Record and report the Fit Factor for each employee tested.
All services shall be performed in a professional, efficient, and minimally disruptive manner.
5. Applicable standards:

OSHA 29 CFR 1910.134 – Respiratory Protection
6. Government Furnished Property or Services:
GLS will provide site access, a designated room for employee paperwork and briefings, and coordination with employees to support scheduling and testing.
7. Period of Performance
GLS anticipates that testing will need to be conducted over a two-day period to accommodate all personnel. Testing is expected to occur on a Tuesday and Wednesday, with afternoon and evening hours approximately between 1:00 p.m. EST and 8:00 p.m.
EST each day.
All testing must be completed within 30 calendar days of contract award. Exact dates and the final schedule will be coordinated with the successful contractor prior to performance.
Place of Performance
The contractor will be required to perform services at GLS – Eisenhower Lock located at
190A Barnhart Island Road, Massena, NY 13662.
8. Safety and Environmental Requirements:
The Contractor shall comply with all applicable federal, state, and local safety and environmental regulations while performing services under this requirement.
