3.0 DESCRIPTION OF WORK:
The work covered by this project consists of the Contractor furnishing all layout, survey, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals, and performing all operations in connection with the enclosure of the Ambulance Bay at Building 383, Laughlin AFB, Texas. The project shall be completed in accordance with the plans, specifications, and applicable Unified Facilities Criteria (UFC) guidelines.
3.1 Design:
• 3.1.1 All Government-provided drawings and figures are considered approximations. The Contractor shall verify all measurements on-site to determine the actual quantities required for the work identified in the Statement of Objectives (SOO) and to ascertain in-place conditions that may affect the quantities in the delivery order.
• 3.1.2 The Contractor shall provide a shop drawing level design for the enclosure of half of the Ambulance Bay. The design shall include the following at a minimum:
• 3.1.2.1 Wall System: Design of walls using cement-based stucco (referencing UFGS 09 24 23 "Portland Cement Stucco") or exterior insulation and finish system (EIFS) as the exterior finish. Include details for structural support systems with necessary fasteners, insulation, and exterior finishes.
• 3.1.2.2 Structural Support: Design drawings detailing structural support systems, ensuring compliance with UFC 3-301-01 "Structural Engineering." Incorporate the use of header joists and floor joists where applicable.
• 3.1.2.3 Fire Protection: Plans for fire protection features as required by UFC 3-600-01 "Fire Protection Engineering for Facilities," including any necessary fire-rated materials or systems.
• 3.1.2.4 Door and Roll-up Door: Design and installation of a standard door and a roll-up door, which will go in a 12’ x 8’ opening, for access to the enclosed area, incorporating heavy-duty corrugated steel materials.
• 3.1.2.5 Utility Identification: The Contractor shall submit Form AF 103 for utility identification. The Contractor shall survey existing utilities and ensure no disruption to utilities during construction. Include provisions for electrical circuits where necessary.
• 3.1.2.6 Electrical System: Design and installation of an electrical system to support lighting and outlets inside the enclosed area. This includes installing LED panel lights, LED lamps, switch boxes, conduits, and wiring. All electrical work should comply with UFC 3-520-01 "Electrical Design: Interior Electrical Systems."
• 3.1.2.7 Painting and Finishes: Design and specify painting for all new exterior walls, doors, and any other exposed surfaces. The painting shall match the existing color scheme of the building and comply with Laughlin AFB standards. The Contractor shall use high-quality, weather-resistant paints suitable for the exterior surfaces and ensure proper surface preparation before painting.
• 3.1.2.8 HVAC System: Design and installation of an appropriate HVAC system, specifically a heat pump mini-split system, to maintain the required environmental conditions within the enclosed space. The system should be energy-efficient, with a SEER rating above 13, and meet the heating, cooling, and ventilation needs of the storage area, compliant with UFC 3-410-01 "Heating, Ventilating, and Air Conditioning Systems." The HVAC design shall consider the existing infrastructure and ensure compatibility with the current building systems.
3.2 Site:
• 3.2.1 Location: The enclosure is to be constructed at the existing Ambulance Bay at Building 383. The Contractor shall ensure that all work is contained within the designated site boundaries and that the existing utilities are not disturbed or damaged.
• 3.2.2 Site Preparation: The Contractor shall clear and prepare the site for construction, including necessary demolition of any existing structures or features that may interfere with the new enclosure.
3.3 Foundation:
• 3.3.1 Existing Foundation Assessment: No additional foundation work is required as the building is existing. The existing foundation has been assessed and deemed adequate to support the new enclosure. The Contractor shall ensure that the construction activities do not compromise the integrity of the existing foundation and shall take appropriate measures to protect it during the construction process.
3.4 Wall System:
• 3.4.1 Exterior Walls: The Contractor shall construct exterior walls using cement-based stucco (per UFGS 09 24 23) or exterior insulation and finish system (EIFS), ensuring compliance with all relevant UFC and UFGS specifications. Exterior wall framing should include studs, vapor barriers, insulation, and stucco exterior.
• 3.4.2 Finishes: Exterior finishes shall be consistent with the architectural standards of Laughlin AFB, ensuring durability and weather resistance. Include the use of galvanized stucco netting and proper finish for exterior plaster.
3.5 HVAC System:
• 3.5.1 System Design: The HVAC system design shall include specifications for heating, cooling, and ventilation that meet the operational requirements for the storage of IPPD rapid response gear. The system shall be capable of maintaining appropriate temperature, a SEER Rating above 13, and humidity levels to ensure the protection and longevity of the stored equipment. Temperature range for general storage calls for 55°F – 78°F.
• 3.5.3 HVAC Equipment: All HVAC equipment shall be selected based on energy efficiency, reliability, and ease of maintenance. The equipment must be installed in accordance with the manufacturer's specifications and applicable UFC guidelines.
