This Statement of Work (SOW) describes the removal and replacement of eight vehicle gate systems at facilities operated by the Great Lakes St. Lawrence Seaway Development Corporation (GLS), a wholly owned U.S. Government corporation within the Department of Transportation. The gates are located at the GLS Maintenance Base, Eisenhower Locks, and Snell Locks in Massena, New York. The contractor must provide all labor, materials, equipment, tools, supervision, and incidentals to remove existing horizontal sliding gates and install new automatic horizontal cantilever sliding gate systems with operators and associated components. Gate replacement locations include M1 (24'4"), E1 (24'), E2 (23'), E3 (30'), E4 (16'), S1 (24'), S2 (18'), and S4 (20'). Work scope includes field verification of existing conditions, removal and disposal of old gates, design and fabrication of eight new gates, installation of automatic operator systems, electrical connections and testing, commissioning, on-site training, and documentation. The contract period is 90 calendar days from Notice to Proceed, with mobilization required within 30 days of NTP.
Technical requirements specify Type II Cantilever Slide Gates, Class 2, with 84-inch height, zinc-coated steel construction, chain-link fabric per ASTM A392 (9-gauge, 2-inch mesh), and galvanized or aluminum hardware with stainless-steel fasteners. The gate operator system must be UL 325 listed, factory-assembled for heavy-duty commercial/industrial use, compatible with existing 208V AC 3-phase electrical service, and include minimum 2 hp motor, 60 feet per minute gate speed, 1000-pound maximum gate weight capacity, 30 cycles per hour frequency, digital microprocessor controls in NEMA Type 4 enclosure, vehicle loop detector and infrared presence detection, safety edges and photoelectric sensors, adjustable limit switches, emergency manual release, programmable clock timer, audio/visual warning system, and battery backup with fail-safe/fail-secure operation. Deliverables include a project plan due within 5 days of award, test reports and O&M manuals at project completion, training at project completion, and nine contract line items (CLINs 0001-0010) for mobilization, replacement of each gate/operator, and demobilization with site restoration.

Statement of Work (SOW)
Maintenance Base and Locks Vehicle Gate Replacement
1. Background Information:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation. GLS operates and maintains the U.S. portion of the St. Lawrence Seaway between Lake Ontario and Montreal, Quebec.
GLS maintains multiple vehicle access gates at Eisenhower and Snell Locks that provide controlled access to lock facilities, operational areas, and maintenance zones. Several existing vehicle gates have reached the end of their service life and require replacement to maintain security, operational reliability, and safety.
GLS requires removal and replacement of eight (8) existing vehicle gate systems with new, fully functional, automatic horizontal cantilever sliding gate and operator systems that meet current safety, operational, and performance requirements.
2. Mission/Purpose
GLS is seeking a qualified contractor to remove and replace existing vehicle gate systems at Eisenhower and Snell Locks with new, fully functional, automatic horizontal cantilever sliding gate and operator systems that meet current safety, operational, and performance requirements.
3. Scope:
The Contractor shall provide all labor, materials, equipment, tools, supervision, and incidentals necessary to remove existing horizontal sliding gates and associated components and furnish and install eight (8) new horizontal sliding gate systems, including gates, operators, controls, safety devices, electrical components, and accessories.
The work includes:
Field verification of existing conditions, dimensions, and utility connections for each gate location
Removal and proper disposal of existing gates, operators, controls, and associated hardware
Design, fabrication, and installation of eight (8) new horizontal cantilever sliding gates
Installation of new automatic gate operator systems with all required safety, control, and detection devices
Electrical connections, testing, and commissioning
Training, documentation, and closeout submittals
Gate replacement locations include:
Lock Gate Number Gate Opening Size (ft)
Maintenance Base M1 24’ 4”
Eisenhower E1 24’
Eisenhower E2 23’
Eisenhower E3 30’
Eisenhower E4 16’
Snell S1 24’
Snell S2 18’
Snell S4 20’
The Contractor shall be responsible for all site verification, coordination, and adjustments necessary to ensure proper fit and operation of each installed system.
The Contractor shall provide on-site training to Government personnel on operation, safety features, and routine maintenance of the gate systems.
The Contractor shall perform full system commissioning including functional testing of all mechanical, electrical, and safety components.
4. Technical Requirements
